You need to ask Apple to reset your security questions; ways of contacting them include phoning AppleCare and asking for the Account Security team, clicking here and picking a method for your country, and filling out and submitting this form.
They wouldn't be security questions if they could be bypassed without Apple verifying your identity.

I need to change my US apple ID to a UK one but I cant because I have like 10c store credit. Is there any way I can go around this?

I am now living in the UK and need a UK account for my apple ID but my US account won't let me change it because I have some store credits. It is only about 7 or 8c and I no longer have an american credit card to charge any more to it to use up the credits.
