HT1918 I put a hold on my Amex until I resolved a charge I disputed. Today it was resolved and the hold was lifted. Now when I enter that same card into my iPad for my iTunes purchases, it keeps declining the card. Is it too soon ?

Last month I put  a hold on my Amex card until a dispute I had regarding iTunes (on my iPad 4) was resolved. Today it was resolved, the hold was lifted, but now iTunes (iPad 4?) will not accept  my Amex card and my Apple ID is locked. What can I do about this?

Try:                                               
- iOS: Not responding or does not turn on           
- Also try DFU mode after try recovery mode

- If not successful and you can't fully turn the iOS device fully off, let the battery fully drain. After charging for an least an hour try the above again.
- Try another cable                     
- Try on another computer                                                       
- If still not successful that usually indicates a hardware problem and an appointment at the Genius Bar of an Apple store is in order.

The missing apps could have been done by setting the Restrictions that can hid those apps. If the backup was made with those retrictions set the the Restrictions are also restored.
Thus, if you get it to work restore to factory settings/new iPod, not from backup

  Downloading past purchases from the App Store, iBookstore, and iTunes Store
