HT1918 i want change store country but i can't because i have some USD credit on it, how i can remove it?
how can i change account store country if have some money left in it, how i do i remove the remaining credit?
Either make a purchase that costs more than the balance and use a credit card to pay the rest, or contact Apple and ask them to keep the balance.
Remember that you are not supposed to use the store in another country unless you reside there. Apple places certain technological restrictions on using the store in another country and also limits changing countries to once every 90 days. If you are doing this so you can make one or two purchases in another country then changing countries may not work.

Forgotten Restrictions Passcode Help
You will need to restore your device as New to remove a Restrictions passcode. Go through the normal process to restore your device, but when you see the options to restore as New or from a backup, be sure to choose New.

That doesn't make sense, unless you are trying to buy it as a gift, or don't have enough store credit to pay for it.

I need to change the country for my Apple store account but this message appears "You have a store credit balance; you must spend your balance before you can change stores." but my credit is 1.58$ only and I couldn't buy any app with this amount! I have a new credit card.. I want to update the billing info, but it says " not allowed to use store in this region" ( or something like that ). So I tried to change my country, but nothing happens. I do not want to make another apple id, I got 3 apple products that is using one apple id. Please help me.

You need to ask Apple to reset your security questions; ways of contacting them include phoning AppleCare and asking for the Account Security team, clicking here and picking a method for your country, and filling out and submitting this form.
They wouldn't be security questions if they could be bypassed without Apple verifying your identity.
