Probably in the past you tap for a update inside the application, that made you have a pending payment in your Apple account. Go to www.apple.com and check about pending payments. If you have, wait for around 30 days (starting to count from the day you asked for the paid update) then it will be canceled automaticaly.

Largely due to licensing agreements, you can only buy from the iTunes Store in the country in which you reside. To prove you reside there, Apple will only take credit cards issued from and billed to that country / address.
The developer may not have given permission for that particular app to be sold in your country by Apple. They may have alternate agreements.

Are you logged in with the same account that was used to activate the phone ? If you are, and the apps aren't showing as free, then try logging out of your account by tapping on it at the botto of the Featured tab in the App Store app and then log back in and see if they then show as free.

If you set up an Apple ID with credit card details then you need to enter valid credit card information and then when you download a free app it does what you are experiencing. You will not be charged. Sometimes when you update credit card information in you Apple ID, Apple raises a $1 charge to check to see if the card works and then cancels the charge. IF you want to set up an ID without a ccredit card then you do so like this

HT5035 Why, when trying to download a "free" app from iTunes after it say's, "this apple id hasn't been used with the iTunes store" does it keep asking for credit card info???

This is so frustrating! I have an itunes store account, etc. I lost all my info when I had to "restore" my iphone.
I wasn't able to do the "restore" until recently, gosh it was about 6mos or more ago when my iphone died...
So, as I get older I am having memory problems and haven't been able to access my itunes account.
Obviously when I did the "restore" on my iphone I lost all my info with it... So, wanting to use my iphone for
music, games, etc. I had to create a new apple id, fine, but when I wanted to download a "free" app it says
my apple id hasn't been used with itunes so it keeps asking for credit card info.
I do not remember ever having to have a credit card before!
I am so frustrated... First it was not being able to access my account then having to create a new one, fine!
But now I can't download "free" content without credit card information!?!?!?!?!?!?!?!?! UGH!!!!!!!

If you are within 14 days of purchase you can still return the iPhone and get the phone that suits your needs, however, I think you will find that no matter which phone you get the content provider will want to know how you are going to pay for future purchases. For Android phones it is Google, and they will certainly want to know.

It's not a separate program, it's automatically installed alongside the other CC apps which need it (Premiere Pro, After Effects, etc).

Try deleting the waiting app then reset your device. Press and hold the Home and Sleep buttons simultaneously until the Apple logo appears. Let go of the buttons and let the device restart. See if that fixes your problem.

You have an outstanding balance in your account. You have to add a payment method to satisfy that balance before you can do anything with the account including purchasing free updates and free apps.
