HT1933 Incorrect In App Purchase Billing

I am using the itunes store in South Africa. I was charged for an in app purchase incorrectly and the "Report a Problem" function on my email invoice does not work as per the "In app purchase Support" page provided by Itunes.
I purchased a 6 month subscription for the SA Car Magazine and was then charged again for the download of the latest months edition rather than getting it free as part of the subscription. But I cannot report the problem.
Is there a problem with the "Report A problem" functionality in SA?

If the 'report a problem' link doesn't work then you can try contacting iTunes support via this page : http://www.apple.com/support/itunes/contact/ - click on Contact iTunes Store Support on the right-hand side of the page, then Purchases, Billing & Redemption
To try and stop it happening again you can turn off in-app purchases on your iPad via Settings > General > Restrictions, and you can also require your password to be entered for every download (the default is a 15minute period during which it doesn't need re-entering)

    Purchase history is just a list of your purchases.  The actual content is NOT there.  it is only a list.
    When you download something it goes into itunes on your computer.  From there it is your responsibility to  move/copy/backup.

    i made an in app purchase and the purchase is listed on my billing summary but i cannot access the purchase within the app.  I have tried deleting the game and reloading the app and the purchase, nothing seems to work.

    I've had this with games, I had to contact support via the 'problems with this app' link on the receipt & they refunded my money.

    What 'no work', the purchase of the app or the app has downloaded but doesn't work on your device ?
    If the purchase isn't going through then what happens, are you getting an error message ?
    If the app has downloaded but doesn't work on your device then have you tried deleting and redownloading it via the Purchased tab in the App Store app on it ? If that hasn't fixed it then have you contacted the developer ? If you have and they can't help then try the 'report a problem' link to contact iTunes Support and see if they will refund or credit you : http://reportaproblem.apple.com

    I recently purchased an in-app purchase, and it didnt appear in the application. The application is Soccer Superstars 2012. When i tried purchasing it again, it says "You have bought this purchase but it has not been downloaded yet. Press Ok to download it" So i pressed Ok and yet it still doesnt appear in the application. Please help me. It is still billed to me but doesnt appear in the application. There are 2 purchases that were billed but did not appear in the application. I'm being billed when i did not even get the purchase in the application.

    Also, I have purchased other apps and music on iTunes since the problem started.

    Apple isn't reading this, just other users like you on the ASC forums.  Even if Apple was reading this you are not providing enough information about what exactly is going on.

    I have already tried to contact the  support center for the app/game where I tried to make a purchase (Zynga), but I'm not sure how I should go about contacting iTunes about this issue.  Will iTunes even be able to do anything about it?  I tried to make an In-App purchase on May 19/12, but received several error messages as I was attempting to make the purchase.  As a result, I did not receive the game tokens I was trying to purchase, but I was billed for 4 transactions. I received receipts from iTunes detailing my purchases, even though none of the purchases actually resulted in me receiving any game tokens. Any advice on how to proceed?
