HT201084 How do I create/manage my children's Apple ID accounts if I don't own a recent Mac or iOS device?

I need to create and manage Apple IDs for my family. They just received a couple of iOS devices (iPod, iPhone) as gifts.
However I do not have a Mac or iOS device that I can use to manage these accounts. I have tried to access the iCloud setup from my Windows installation, only to find it's just not there. Similarly, I was unable to find the option at the iCloud.com website.
Is there any option to do this apart from buying a recent iOS device?

the pages you mention are related to my question, but they do not solve my problem.
At  My AppleID page (https://appleid.apple.com/) I am able to sign in. But if I click on 'Manage your Apple ID' I am only allowed to do very basic editing of my account. I cannot create Apple ID accounts for my child from here. Nor create a family group.
Again, I do not own any iOS 8 device. I have an old iPad and don't use a Mac. In both my child's iPod and iPhone (iOS 8), the devices say that a parent (adult) should create an Apple ID for them. My question is still the same ... how do I do this from the web (e.g. after signing into My AppleID), from a PC running Windows (e.g. from the installed iCloud software), or from an older Apple device? (iphone 4, original iPad)?
I don't seem to find a way to create a family group, and manage both my AppleID (with credit card information) and my children's.
Is there such a possibility?

    Just like you would create a new folder anywhere. Open the drive's icon from your desktop or the Finder, and click shift-command-N. (Or use the Finder menu if you prefer - File - New Folder).
    If you can't create a folder, your drive may be the wrong format (you can't write to a Windows/NTFS formatted drive, for example). You'll have to back up any files you have on there, and then use Disk Utility to reformat it to Mac Extended (if it will only be used on a Mac) or MS-DOS format (if you want to share it with a PC).

    You already have an Apple ID, or you wouldn't be posting here. I presume you mean an iTunes Store account. If you only want the free apps, take a look here:

    Read the steps carefully as the order in which you follow them is  critical. Note that you can do this only when creating a new Apple ID. You cannot use an existing ID. 
    You will of course not be able to get anything other than the free content without entering in some sort of payment method (credit card, prepaid iTunes card, gift certificate, etc.)

    You are completely right and my test lab included only iOS 8 devices.
    What I missed - the "rename" functionality presents only for supervised devices.
    When my iPhone was supervised and enrolled to Profile Manager with Apple Configurator I found rename option under the gear/action menu.

    Only iTunes running on a computer can be authorized to use more than one Apple ID. I don't know what the limit is if there is one.
    iOS devices* can only be configured to use one Apple ID for use with the iTunes Store. (However, a separate Apple ID can be used for iCloud services like mail, calendar, contacts etc., but that is a separate issue.)
    Home Sharing can only be configured to use one Apple ID at a time so if you want to use Home Sharing to connect an iOS device to an iTunes library or to connect multiple computers to an iTunes library you can only do it with one Apple ID.
    So, with all that in mind, yes you can create separate Apple IDs for everyone but it will affect what you can do with the apps and media you purchase from iTunes. If everyone shares a family account then there will be no restriction on who can play, install or share the media or apps. If you create separate accounts there will be restrictions on what can be shared or installed on the various devices.
    A family will benefit from sharing a family account that everyone has access to. If you have parental concerns about restricting access to certain apps/media for younger children than a separate account shared by the children may be the answer.
    *iOS devices are iPod Touchs, iPads, iPhones and Apple TVs.

I want to transfer this 'disk image' (ISO?) to a USB ready for installing windows onto my 2013 iMac using bootcamp?  I want to use bootcamp from a USB as I have no disk drive for the installation DVD on my iMac.     Yes, that's correct, at least not directly. You can create a blank disk image, copy the file to the mounted disk image, then burn the image to a CD/DVD.
    Open Disk Utility and select Blank Disk Image from the New menu. Provide a name, Save location, and select the image size from the drop down menu. Leave Encryptions at None and Format as read/write. Click on the Create button.
    After the image file appears the "removable" disk should be automatically mounted. If not double-click on it to mount it. A "removable" disk icon will appear. Drag the file you want to place on the disk image to the "removable" disk icon. The eject the "removable" disk icon. Now select the disk image file in the DU left side list and click on the Burn icon in the DU toolbar. Be sure to have a blank disc ready.
    The above is actually the "long" way to do this. A much easier way is to simply insert a blank CD or DVD into the optical drive. The Finder will pop up a dialog asking what to do. Select the option to mount on the Desktop. You will now see a disc icon on the Desktop. Drag the file you want to burn to the CD/DVD, right-click or CTRL-click on the disc icon and select Burn from the contextual menu.

    If you look at Settings > iCloud on each phone, is the Account different? The Apple ID listed there should control iCloud storage allocation.  [I assume your "icloud purchase" was more storage capacity.]
    The Apple ID is separately specified to control iMessage, iTunes and App Store purchases, etc.

    On your computer's iTunes you should be able to edit your payment info by going into the Store > View Account menu option and logging into your account, and on your account's details page there should be a payment link.  If you are doing it on your phone then tap on your id in Settings > iTunes & App Store and tap on 'View Apple ID' on the popup and log into your account  - that should also give you a payments link on your account's page.

    Do you currently have a credit balance in your Store account, ayman? If so, you'll need to spend that in order to change your country.

    From Contacts, anyway (the new version of Address Book) you can export to a .abbu file and import then into Outlook. I'm not sure about Mail as I only really use Outlook...

    There is no list available from your end. If you didn't deauthorize the MacBook Pro prior to replacing the logic board, it may be using up two authorizations; otherwise, you need to manually check each machine you think it might be.
