I recently purchased two apps from your store one was 3.99 and one was 9.99 however they do not work I would like to know what steps I need to take to get my money back.These are user-to-user forums, they are not monitored by Apple (there are too many forums/threads/messages for that to happen).

A couple of functions don't work anymore (ical, qucik time), things I actually use quite frequently. I am not satisfied at all with Lion and would wish to cancel my purchase. Apple is trying its best to hide any potential contacts, so does anyone have an idea?

KlausiCal and QuickTime are working fine for me, and I've not seen a large number of problems reported with either. You may find that if you start a thread in the Mac OS X 10.7 forum with details about the problems, someone can help you sort them out.
As to a refund, it's doubtful you can get one, but you can contact Mac App Store Customer Service and ask.

Apple sometimes gives a one-time per account refund. If this is the app which you wish to use your possible one refund with use the Report a Problem link in the emailed receipt that you receive on the purchase in 24 to 48 hours to ask for the refund.

Once you log in to that account change the email address to anything, it can even be fake its just a placeholder
After you do that you will be free to change your old email address on your appleID to the new one that is now free to be used as it is no longer attached to the other account. -
