Once a card has been redeemed then its amount will be on your account, the card itself is then effectively empty. My account's balance shows at the top left of the store's page on my computer's iTunes, and by logging in to view my account on it (via the Store > View Account menu option). On my iPad it shows at the bottom of, for example, the Featured tab in the App Store app under my account id (or you can view your account by tapping on your account in Settings > iTunes & App Stores and selecting 'view account' and it should show on the screen that you are taken to).

Sorry, but you can't, if you live in Haiti. As you say yourself, there is no iTunes Store for Haiti and you are not allowed to use the iTunes Store of any other country.
If you live in a country where there is an iTunes Store, check to see if Apple sells physical gift cards in your country and if so purchase and redeem one of those. There is no way to purchase an electronic gift certificate from Apple without a credit card from the country whose iTunes Store you wish to use.

It's not currently possible to gift items to people whose account is based in another country, you can only gift items to people who are in the same country as yourself.

Go to the Store menu in iTunes, choose View My Account, and enter in your iTunes Store ID and password as appropriate; ake sure you're using the ID under which you redeemed the gift cards. The balance will appear in the Apple ID Summary, just below the Country/Region information. If no balance shows, again, confirm that you aren't logged into the wrong account; check your Purchase History to see if the purchases reflect what you think they should. If you're certain there should be a balance, contact the iTunes Store and tell them about the problem:

You can't. When you redeem a gift card it's redeemed onto the account (not the device) that you redeemed it onto, so it will be available wherever you use that account - you can't redeem a card twice, nor copy (or gift) any of its amount to another account.
