A reset is like rebooting a computer. Is that really what you mean? If you mean you need to restore it, then you must have iTunes on a computer. There's no other way to restore an iOS device.

I have tried the instructions both for "if you have previously synced your device with iTunes" and "If you have Never synced your device with iTunes" . Neither has worked and I'm in a vicious circle with each time after lengthy downloads it still all ends with the program, & my phone, asking for my passcode to proceed.  I'm not sure if I have ever synced to my mac book (i may have) but my address book seems to automatically update on both devices without the need to plug in. Thank you for any knowledgable help that could efficiently get me  out of this passcode ****!

    If you know the answers to your security question for the ID you can use that method to reset the password rather than email (by going to https://iforgot.apple.com/password/verify/appleid).
    If you don't, you'll have to contact iTunes Store support for assistance: http://www.apple.com/emea/support/itunes/contact.html.  They frequently deal with Apple ID issues.

    iTunes and the iTunes Store won't have anything to do with your photos. Those would be stored only on your laptop unless you made a backup of some sort. If you didn't, and the hard drive in your laptop has failed, then your photos are gone unless you wish to pay a disk recovery service a lot of money to try and get them back.
    As to your music, if you purchased it from the iTunes Store you can probably re-download it. Go to the iTunes Store, log into your account, and click the Purchases link under the Quick Links. From there you should be able to re-download some or all of your purchased content. Note that not all content has been licensed for re-downloading in all countries at this time.          2. Turn off the device: Press and hold the Sleep/Wake button for a few seconds until the
             red slider appears, then slide the slider. Wait for the device to turn off.
              If you cannot turn off the device using the slider, press and hold the Sleep/Wake
              and Home buttons at the same time. When the device turns off, release the Sleep/Wake
              and Home buttons.
         3. While pressing and holding the Home button, reconnect the USB cable to the device.
             The device should turn on. Note: If you see the screen pictured below, let the device
             charge for at least ten minutes to ensure that the battery has some charge, and then
             start with step 2 again.
         4. Continue holding the Home button until you see the "Connect to iTunes" screen.
             When this screen appears you can release the Home button.
         5. If necessary, open iTunes. You should see the following "recovery mode" alert:
