What does "online documentation" mean exactly? Are you using the Notes app to try to create notes in iCloud, for example?
If so, that should still work in iOS 7.1.
If not, please tell us specific symptoms of what is (or is not) happening.

As I said in the other thread that you posted in the other forum, your friend clearly has not restored the iPad correctly. I suggest that you undertake another restore and start again.

You're ignoring context. On the old Apple Discussion Groups I never posted replies like that, instead giving people relatively detailed answers. The new Apple Support Communities made things worse by introducing certain inefficiencies. Then came Lion. The flood of messages that came with Lion required a painful choice for any of the people who had been helping here: (1) Give quality responses to a few questions and ignore the rest. People who needed help with Lion problems seemed to have trouble discovering existing message threads that described how to solve their problems. The people helping here are all volunteers. None of them is being paid for the time they spend here. They all have a life outside of Apple Support Communities. It's arrogant of you to demand that people helping here spend more time than they already do.

Have you tried restarting or resetting your iPhone?
Restart: Press On/Off button until the Slide to Power Off slider appears, select Slide to Power Off and, after It shuts down, press the On/Off button until the Apple logo appears.
Reset: Press the Home and On/Off buttons at the same time and hold them until the Apple logo appears (about 10 seconds).

Welcome to the Apple community.
Given what you've have described, your friend cannot have restored the iPad correctly. You need to decide whether you are willing to delete his contacts manually, or carry out another restore. Personally I think I would go for the restore.

Try rebooting the router. Just remove the power for a few seconds. No settings are lost.

If your speaker is broken, then you may need to get a repair done.
Are you unable to hear anything at all, or is it just one speaker in particular?

I'm afraid you'll have to wait until both Apple and the makers of your games/apps upgrade to new versions.
Apparently there are still some issues with iOS7 that are being dealt with and the same with some apps.

iCloud storage cannot be used to download content, because its not on your phone.
You need physical local storage on your Phone not iCloud to download content.
If your iPhone no longer has enough space, you will need to delete things off your iPhone to make room.

Check the setting in System Preferences > Universal Access > Mouse & Trackpad tab > mouse options.. button > check scrolling.
If you have an older mouse with the trackball, it might just need cleaning. Turn the mouse over and rub the trackball vigorously on paper or microfiber cloth.

Clear the cache and the cookies from websites that cause problems.
