Try holding the home and lock buttons until the iPad reboots. If it does not start up normally, then you will have to restore. To avoid any longer downloads, go to here: http://www.ipswdownloader.com/download-ipad-ipsw-files.php
and look for your iPad and download the latest firmware. When done downloading, make sure the file is in a easy place to get to. Then, go on iTunes and connect your iPad. Hold your shift key, and press restore. Locate the .ipsw firmware and restore. Make sure no programs are open during the restore proccess as it may interfere.

Because you can't backup a device that is in Recovery mode.
You have to restore the iPod and restore from backup if you have a backup

Your question(s) is/are a little hard to understand. So your husband has an iPod as well as a netbook and he wants to be able to sync iPod with this netbook is that correct? If so, he'll need to first download and install iTunes assuming the netbook is running some version of Windows such as 7, Vista, or XP.

As for importing or ripping music, he'll have to either use an external CD/DVD drive that is attached via USB or rip the songs to another PC you have with a built in CD/DVD drive. Once you have imported them to the other computer, you can transfer the songs to an external hard drive or to his iTunes library via Home Sharing.

Apart from the battery being dead (make sure by plugging into a power source for 15 minutes), hold the sleep/wake button and home button together for 10 - 20 seconds or until the apple logo appears.
