HT201210 My iPhone showed ios 7 for me to upgrade but now it says ios 6.1.3 is up to date

My iPhone said I was able to update to iOS 7 but when I turned it off and turned it back on; it said I was up to date but my software was iOS 6.1.3

Apple must be applying the brakes to slow down the traffic.  Try tomorrow.
