After establishing the Credit Card account (i.e. after you have made purchases), you can remove the credit card information by editing your payment info, choosing "None".

The only way to use an iTunes/App store front is to use a method of payment native to the store's country, with a billing address in that same country. Stores are country specific - always have been.

Go to Store > View My Account > Edit Purchase Info. Then just click "No credit card" and hit Okay, and it will remove all of the info. Good luck.

Follow the instructions in the support article from which you came and select "none" as the payment method. If you don't see a "none" option, you may have an outstanding balance that you owe. If you've been using a true credit card that's unlikely, but if you've been using a prepaid "credit" card or a debit card where there is a balance, it's a possibility.
