I have a hand-me-down Mac from a previous employee and every time I try to update a program (iPhoto for example) it asks for their Apple ID password. How do I re-assign all apps/programs on the laptop to a new account - taking over the old one if you will?

No, that is impossible. You have to use the old appleID/password to update the old apps and your own AppleID for the Apps you bought since then. Switch between AppleIDs at the AppStore - you can sign in and out from the "Store" menu.

Change it on what way ? You can update the primary email address on an account by tapping on it in Settings > iTunes & App Store on an iOS device and signing into the account, via the Store > View Account menu option on your computer's iTunes or via http://appleid.apple.com
If you want to log out of the account so that you can log in with a different account then tap on it in Settings > iTunes & App Store if using an iOS device and sign out, or on a computer's iTunes use the Store > Sign Out menu option. Any content downloaded by the currently logged in account will remain tied to that account, so only that account will be able to redownload it and/or download updates to its apps

If you can prove ownership to the Macs, call Apple Care and request the Account Security Team.

So…I made the mistake of putting the wrong Apple ID (I have three – don't ask) on my iOS devices. If I try to change the Apple ID on my Mac, it wants to erase everything that I have on my Mac that is also stored on the iCloud. That is not a good solution. Another answer is you cannot. Items purchased with one AppleID cannot be transferred to a different account.

If you simply just changed the email associated with that appleid you can just delete and Re-download the apps.
You can verify the above step by going to the App Store on device > Updates>Purchased - if you see the app there just delete it from the home screen and redownload from the purchased section
Now if you got rid of that account entirely, you will have to delete and re-purchase on your new account

I currently have an iPhone Dev account, which is associated with a certain apple account. I also have a different apple account, that I have already created. I wish to change the dev account to use this other account. I know you can change your apple ID, but I dont know how to change to an already existing account. When I tried to just change the appleID and email to match that of my other account, I just get an error saying that the email is already in use.

Yu do not need seperate Apple iD for different iDevices. ITunes purchases are locked to the Apple iD?iTunes account that purchased them. You can go to Settings>Store and log out of one account and log into another.

Your iPod is not directly associated with an Apple ID. If you used automatic syncing to load the iPod (instead of the manual "drag and drop" method), your iPod is associated with an iTunes library. The computer (where that iTunes library resides) is then associated with an Apple ID, through the Authorize This Computer command in iTunes.
However, for your question, it really does not matter. iTunes syncing is generally one way, from iTunes library to iPod. You cannot use iTunes to transfer song files from iPod to computer (except for songs purchased from the iTunes Store). However, there are third-party methods and utilities that can transfer from iPod to computer. If you do an Internet search on something like "ipod transfer," you should get some links. (The CNET article seems to be popular.)
Once the song files are on the computer's drive, you can add them to your current iTunes library. At that point, if any of the songs were older purchases from the iTunes Store (when the songs were 128 kpbs AAC files) that used DRM (copy protection), you may need that old Apple ID and password to play and sync those songs.

In System Preferences > iCloud, Sign out of his account and use your new credentials to sign in.
In the Mac App Store (MAS) you can sign in using different IDs to download applications purchased under the other ID.
Usually the Apple ID is an email that is NOT and iCloud email address. I know... this is confusing. After you create the ID, you can then create your own iCloud email address and two alises if desired.
