My husband just bought an iPad 3 off craigslist. The guy said it was restored to factory settings but it will not activate without the previous owners Apple ID and password. Of course now he will not answer his call to get it. Is there anyway around this. Can Apple reset it?

With the rewire slave running, create an aux track in Logic. You should see rewire as an option for the inputs of the aux track.

What is the table you want to restore?
Using export/import is supported with Oracle Apps database (for full database exp/imp, and certain schemas like custom ones). For the Apps schema, I believe it is not supported due to object dependencies and integrity constraints.

Unfortunately, you cannot do very much with your phone unless you get assistance from the previous owner, they should either provide you with the password to unlock it or remove their account from the phone entirely remotely through iCloud.com > Find My Phone.

System Preferences > Bluetooth. Turn Bluetooth Off. Under Devices listing, click once on the particular keyboard entry. Click the X to the right to remove it. Select Show Bluetooth in menu bar. Under Advanced, check all three buttons and click OK.
Put freshly charged batteries in the Bluetooth keyboard you want to pair. If it has an on/off switch, turn it on, and then also renable Turn Bluetooth On in the above bluetooth preference pane, and it will scan for the Bluetooth keyboard, which you can now name as your own.

The previous owner should have reset it back to factory defaults before selling it. What iOS version is the iPad on (Settings > General > About > Version), and has the previous owner left him/herself logged in in Settings > iCloud with Find My iPad enabled on that screen ? If it's on iOS 7 and Find My iPad is enabled then you should contact the previous owner and ask them to remove the iPad from their account, otherwise you or the recipient of the gift will have problems with activation lock : http://support.apple.com/kb/TS4515

On a new computer Windows 8.1 can sign into my Skype for Desktop Account using skype name and password. Also have same email address as before. Account page comes up but dont know how to activate Skype so I can video call. Well, if it hasn't successfully installed yet, then you won't be able to uninstall it. So with that in mind, if you are able to uninstall it then that would explain why you can't install it again. The program won't let you install it if it's already been installed. So if you'd like to try again you can uninstall it and reinstall from one of the files you downloaded.
So, the first step would be to see if it is currently installed. To do this, right click the Start button in the bottom right corner while in Windows desktop. You will see a context menu pop up. From there, choose Control Panel, and within Control Panel choose Uninstall a program. You will see a list of currently installed programs.
If you see Skype in the list, uninstall it. If you don't, then don't worry about it - it's not installed. Now try to install it again.
With regard to User Account Control, don't worry about that at all. It is safe to click Yes, and once you do that should initiate the installation process. User Account Control (UAC) is a warning that something want approval from a computer administrator, which gives it access to parts of the computer it would not have otherwise. You probably don't want to give administrator access to programs you do not trust, but Skype is made by Microsoft so there is nothing to worry about.

P.S. You said the Skype installation file came from your XP computer - that may be a problem in itself. When you download Skype from the website there is a pretty good chance that it checks the version of your operating system before downloading, meaning that if you downloaded it on a Windows XP computer you may have downloaded a Windows XP version that will not work on Windows 8.1. So, if you are using a file you downloaded from that computer, just download it again from the new one. You can use the link I put in the first post.
