You can remove the passcode lock (Recovery Mode) but you will not be able to bypass the Activation Lock.
The previous owner's Apple ID and Password is needed to activate the iPad.

IPad mini unless branded for Verizon use will not be accepted for prepaid use. Apple will tell you that the mini is compatable with all carriers, you simply walk into the carrier of choice and ask for a nano Sim.
You pop it in, you turn on cellular if not already on and follow the screen prompts to get you up and running. Its quite easy.
I found my wife's mini only functions on Sprint, T-Mobile and AT&T who I set up service with.
Verizon blocks the activation due to the emeid of the device. Apple says it is fully operable on Verizon but they don't let you activate unless its purchased from them or from Apple to use on their system.

You cannot get around Activation Lock without the oringinal owner disassociating the iPad from their account.

So then do what it says...contact Apple or your wireless carrier.
However your phone is probably locked to another carrier and cannot be used on yours.

exporting the resynced clip to an even more out-of-sync clip
freeze frame. when applying stabilizer, clip will just stall on a frame whereas before the effect, it didn't
losing 2-3 hours of work due to auto-save failure. quitting premiere like normal but still having to force quit
ramdom green frames that just suddenly appear
constant crashing
crashing without auto saving
severe artifacting
timeline, source, project thumbnails won't play
toggle to previous/next edit point won't work
significant, work-hidering issues in 90% of my project that collegues have never heard of
pefferences will suddenly change. auto-save set to every 5 minutes and 100 versions will reset to default and audio scrubbing has just turned off
no video, sound only during playback. freeze framing during playback
pasting an item other than what was copied. copied a mask, pasted and mask of diferent size and shape
inserting single frames between clips that i didn't add
mixing unused video during transitions
mixing unused video into masks.
the above image is a mask that is being distorted by the image on the left below but it is only occuring in the mask.
media pending sceen remains long after all content is loaded
artifacting in the form of green pixel fields after exporting
these issues are seriously hindering my ability to work. failed solutions i have run thru are:
closing and reopening PP
deleting render files and re-rendering
replacing the distored clip with a fresh clip
rebuilding the mask
restarting my computer
PRAM and smc resets
uninstalling and re-installing PP
what is going on???

You say you are using "PP 2014," however, that is not precise enough. Which version of Premiere Pro CC 2014 are you using? 8.0.1, 8.1, or 8.2? Choose Premiere Pro > About Premiere Pro and look at the bottom of the dialog box. That will give you a precise version number.

Indeed, that's quite a list. My first suggestion is that you check out this article and perform the fixes there, if necessary: Premiere Pro CC, CC 2014, or 2014.1 freezing on startup or crashing while working (Mac OS X 10.9, and later) Are all the permissions set correctly?
The other issue I see a lot is needlessly updating a project file in the middle of a project. The advice here is to avoid updating a project file to a new version of Premiere Pro as you work on it. Update before a new project is created.
Try a test: update to Premiere Pro CC 2014.2 (8.2) and create a brand new project. Does it work better now?

Take it back. The activation lock is an anti-theft measure and there is no way to bypass it. The seller should have wiped it clean for you and if they can't then it's a very real possibility that the device wasn't theirs to sell in the first place.

They all tell me to go to the DEVICES tab on itunes and select IPAD then sync. YUP seem simple, BUT there is not DEVICES tab listed on my itunes and it does not list IPAD. If you have iTunes 11 on your computer then you can enable the left-hand sidebar on it via option-command-S on a Mac, control-S on a PC - when connected (and if your computer's iTunes is up-to-date) your iPad should then appear on that sidebar under a 'Devices' heading :
If you select the iPad on that sidebar you can then use the Movies tab on the right-hand side of the iTunes screen to select and sync that film to your iPad's Videos app.

What have you done since? I have the same problem with iPad I bought second hand from an individual. The seller won't give me refund or provide me previous owner's contact info. Apple Support told me to contact local police to locate the original owner so I did. Since police didn't have report for this iPad's serial number they won't handle this as theft. I live in Utah and the seller I met with told me he is from Northern India so who knows which country this iPad came from. I wish to let the original owner know i have his/ her missing iPad since Apple doesn't care about consumers once they sold their products.

Actually the correct procedure to follow is detailed by Apple in the Support article linked above:

ITunes 11 has been deleting the back catalogues of several of my podcasts. How do I stop this?

This hasn't happened to all of them, although I can't find any rhyme or reason as to which ones it's allowed me to keep and which ones it's deleted (most often they've been ones I've already listened to, although even that isn't always the case). How do I stop this and is there any way of restoring my podcast library without having to re-download everything all over again?

This coincidently happened when I updated to iOS7 and Podcasts were all defaulted to the Apple podcast player.
Prior to that, I was able to play Podcasts through the default Music App - from the podcast library.
