If you have a POP account, this will not happen. If you have an IMAP or Exchange account signing in as the other poster stated will work. So, it depends on what type of account you have.

I have had problems with this as I am about to upgrade from Samsung Galaxy Ace to iPhone 5. Eventually I emailed my phone contacts to myself from my Galaxy Ace (go into contacts on your device / then 'import - export' / then 'send name card via' / then 'select all' / then tap 'send' / then tap 'email' option / then email to yourself.
You will then receive an email with your samsung contacts all saved in the CVS format as an attachment, which will import straight into your contacts on your Mac, iPad or iPhone. Works in 5 minutes and seamlessly!
Note: you need to have your email account set up on your Samsung phone / Apple devices to achieve this!

Precisely what adami said. Hook up your ipad to your computer. Under 'info' choose to sync contacts. That will put them on your computer. Then plug in your Touch and choose the same, to sync contacts with the computer, and they'll transfer.
Alternatively you can go into each contact and choose to 'share' it and mail it to an account that you can access on your Touch, then open it and save it. Upside, no computer needed, downside, it's a bit tedious.
Theoretically you can also use iCloud, however the cloud ate my contacts so I'm not syncing via the cloud for that anymore. Your experience might be different, but I personally would avoid the cloud unless you've got them all backed up somewhere in case the cloud eats yours too.

you should starting with copying the iTunes folder from your old laptop to the new one.
the iTunes folder is in your user profile Music folder.
it should go to the same location on the new laptop.
Provided that you have your media, music and movies in the default location, and you sign in to your apple ID and authorize your new computer (all in iTunes)
you should have all intact.

Sync is only oneway, from PC to your device. Unless you have the music on your PC, iTunes is going to wipe out what you have on your device if you are syncing to a new library.
You can only transfer Purchased music over to Itunes on your PC.
