How exactly do I transfer the content of my old Ipad to my PC ? Then how do I retransfer some items to a new Ipad. I do not have enough cloud storage to use the cloud.
Did you ever use your computer to set up your iPad? If so, then you just use iTunes to do a backup of your old one and use that backup to set up your new one.
However if you never associated your ipad to a computer you kinda have to piece meal it. Try a service like dropbox. Upload things like photos and the such there. You will then download them from dropbox when you're on your new one.
Also, content from iTunes, you can just redownload that, so no need to back it up (the only catch is if the file isn't available in iTunes to redownload

I'm not using iCloud, so do not know for sure. I feel as if I have more control by using iTunes on my computer, to determine what is on my iPad, and what gets deleted.
If your wife will share the same Apple ID with you, you do not need to remove everything from the old iPad. She can share your purchased Apps, music, et cetera.
In iTunes, you can have several iOS devices sharing Apps under a common Apple ID, but you can also "uncheck" specific Apps you do not want on one of your devices. Each device has an identity so iTunes should remember which App goes on which device during future syncs.
If your wife will have her own individual Apple ID, you need to go to Settings-General-Reset-Erase All Content and Settings. This will return the iPad to factory defaults, except it will retain the latest iOS version installed.

I had an old HP computer that had crashed about a week ago. I had all my music and apps stored on that computer but luckily, I also had all that stuff stored on my Ipad. Is there a way to transfer all the content from my iPad to a new computer?
The ipad is not a storage/backup device. The sync is one way - computer to ipad. The exception is itunes purchases: File>Devices>Transfer Purchases
It has always been very basic to always maintain a backup copy of your computer for this very occasion. Use your backup copy of your computer to put everything back -

The best way would be to backup the old one and restore the new one from that backup

Yes. You want to backup and sync the first iPad as well as transferring all purchases into the iTunes library on your computer. Then you can restore the new iPad to the backup of the first iPad.

I have just bought a new iPad mini to use alongside my iPad Air. They'll be used in much the same ways, just the mini being slightly more portable and the Air having a bigger capacity will have more content.
I'd like to set up my new mini from a backup of the Air (currently the Air doesn't have too much content that the mini will not have enough capacity), but then I'd like them to go their separate ways. I'd like the mini to look how the Air currently does, but then I'd like to make tweaks to both of the devices, but in different ways to each other. So, if I set up from back up and then delete an app or 2 off one, will it delete the apps off the other?
I assume they show up in iTunes as "iPad" and "iPad mini" or something different so I can use both devices with my Apple ID?
Or is it better to just set up from new and sync the bits I want to my new mini using iTunes. That doesn't seem like it'd take so long, so might be easier?
Thanks!You can restore the Air's backup onto the Mini - if not already in your computer's iTunes library then copy them over from the Air via File > Devices > Transfer Purchases (your iTunes downloads aren't included in a backup, the restore picks them up from your iTunes library).
Deleting an app off one iPad won't remove it from the other, and yes, when connected to your computer's iTunes they will show up as different devices (you can change the names that they show up as via Settings > General > About > Name) and what you subsequently sync to one of them won't be synced to other unless you choose to sync it.
If you will be using the same iCloud account on both then you can use Settings > iCloud to control whether your Safari bookmarks, contacts, calendars are kept in sync between the two. -

My Dad only needs to be able to access files for reference; any editing or alteration to pre-existing files would largely be done on a desktop or his laptop. In the meantime, Dropbox does look ideal and I will investigate along with the other great ideas suggested on here for the best option.
