To get the contacts from your Hotmail and exchange accounts into iCloud, do the following:
Go to Settings>iCloud, turn Contacts to Off, choose Delete from My iPhone when prompted (any iCloud contacts will still be in iCloud).
Download the app My Contacts Backup. (If you have more than 500 contacts to transfer from your external accounts you will need the “Pro” version.) Use the app to back up the remaining contacts on your phone as a vCard attachment to an email that you send to yourself. Confirm that you have received the email.
Go to Settings>iCloud and turn Contacts back to On.
Go to Settings>Mail,Contacts,Calendars>Default Account (in the Contacts section), and set this to iCloud.
Go to Settings>Mail,Contacts,Calendars...tap your Hotmail and exchange accounts and turn off contacts syncing with with these accounts. If you don't you will see duplicates of your contacts (one from the external account and one from iCloud).
Open the My Contacts Backup email and tap the attachment to import the contacts from the external accounts back to your phone, and to iCloud. Go to icloud.com to confirm they are there. -

Thanks.. JYou should be syncing your contacts with an app on your computer or cloud service (iCloud, Gmail, Yahoo, etc), and not relying on a backup. If you haven't been doing this, start now and then restore your old backup. You will then be able to sync the new contacts back into the phone. However, you will lose all messages, etc newer thant the backup.

You can't. Not directly anyway. You might be able to import them to your computer and then sync them to the iPad but there is no way to transfer them over the air or by connecting the two devices with a cable.
