My iphone 4 wont turn on. It was in my pocket and then just wouldn't work or turn on. My lock buttons broke too, its also been plugged in for 2 hours

Did you made a iCloud/iTunes backup before it got wet?
If you do, you can restore from backup. Otherwise it's gone.

    it seems you don't really want to solve your problem.
    you should tell us when it was working last time, what were you doing on it/with it. For now, you just have a problem and nobody to solve it.

    First try a reset:
    Press the sleep/wake button & home button at the same time, keep pressing until you(hopefully) see the Apple logo, then release. Ignore the slide to power off, should it appear.
    If that doesn't work:
    See if you can force the phone into recovery mode:
    Leave the USB cable connected to your computer, but NOT your phone, itunes running, press & hold the home button while connecting the USB cable to your dock connector, continue holding the home button until you see “Connect to iTunes” on the screen. You may now release the home button. iTunes should now display that it has detected your phone in recovery mode, if not quit and reopen iTunes. If you still don’t see the recovery message repeat these steps again. iTunes will give you the option to restore from a backup or set up as new.

    Flip the silent (mute) switch on the side to see if it vibrates (which indicates it has power).  If it doesn't, try charging it in a wall outlet for 15-30 minutes and try again.  If it won't charge you'll have to take it to the Apple Store for evaluation as you may have a hardware failure.  If it does have power, try resetting it: hold the on/off and home buttons until you see the Apple logo (ignore the off slider that appears first), then release.
