Sorry, but Apple does not provide a downgrade path for iOS.
Because downgrading is unsupported by Apple we cannot discuss it on these forums, but you can use Google to find information on how to install an older version of iOS on any device.
Note that you will void the warranty and loose official support by Apple.

I have been having the same problem its driving me nuts I can write a ful setence out through tx before any writing appears on the screen.I have just contacted apple through a chat session and they send a diagnostic app to ur email which you have to be able to access through your phone and they take a report from your phone and tell you exactly whats wrong with it.They have just told me my battery is my problem,I have been going out to work at 8am with a fully charged battery and by 4pm its completely dead so I knew I had battery problems,I asked them wether it was also the os 7.4 causing problems they said no so will try to replace it see how i get on,

Well you are the minority. Don't think of the small numbers that post dislike about ios7 on here are a majority of users. You are a very small minority that dislikes the new ios. Just to be clear, you are not speaking with Apple. This is a user forum. We are users just like you.
To fix the keyboard lag:
Settings > General > Reset > Reset All Settings
You will not lose any data but it will reset the settings in your Settings app.

I want to downgrade my ios 7.1.1 to ios 6.1.3. I know apple has stopped signing the ios 6.1.3.
But current ios 7 is making my iphone very slow. I am already vexed with the os and the product.
I have sent many mails to apple guys but no response.
My question is, how to make apple sign this ios 6.1.3 for iphone 4 alone?
I dont wish to have answer "NO". If apple can make anything possible, then make this possible.
Because as an apple user i too want only the possibilites.

There is no way to turn back an iOS installation
Restore your iPhone as new and start with a fresh iOS installation using a PC or Mac, if possible.

From what I have leared through web searches and from reading here, is that there is no way to do that. I think it MIGHT be possible if you had backed up your phone to your computer when it had v.6 on it, then upgraded it to 7 without going through iTunes, then restored your phone from your computer. However, I have not tried this, nor do I know anyone who has, so it is doubtful. As long as it is properly backed up, though, losing your contacts, pictures, etc., is unlikely.

Since you can't go backwards to an earlier iOS ... what you should do is reset your iPad to factory default by your iTunes program. Don't forget to do your backups!

There's no official way to do that. Downgrading was never supported since the first iPhone.

It is not possible to do this.
But you can perform some customizations of iOS 7 to be more to your personal taste.
