How can I re-download a previous purchase if I have lost it, and a) iTunes is greying out the "Download" button and b) "Transfer from iPod" is not working? None of Apple Support's answers actually work!

Not true at all. Your purchases ( all that are available) are in icloud, You can get them as often as you like.

Yes. This is completely true. You can donwload them as many times as you like.

Depending upon which store you use you may be able to recover some of your past purchases. See HT2519 - Downloading past purchases from the App Store, iBookstore, and iTunes Store.
Go the iTunes Store home page, click the Purchased link from the Quick Links section in the right-hand column, then select Music and Not on this computer. You should find download links for your tracks there.
While downloading select Downloads in the left-hand column and make sure Allow Simultaneous Downloads is unchecked. (This should reduce the risk of corrupt downloads.)
For the future backup your library regularly with this User Tip.

After reviewing your post, it sounds like it does not recognize that iTunes is installed. It looks like you have already done some troubleshooting. I would recommend that you read this article, Don't uninstall these components in a different order, or only uninstall some of them.
Remove and reinstall iTunes and related software components for Windows Vista, Windows 7, or Windows 8 - Apple Support

I'm having trouble downloading a previously purchase song to my iCloud so I can access it from another device. The iCloud download button is not there. Help?
I agree. I don't rely on iCloud as a backup, that is what I have my portable hard drive for. Its 500 GB so I can hold my entire iTunes library several times over on it. I have all my movies on my hard drive, but somehow "The Mist" got deleted off of my hard drive, so I figured "Well, the option to redownload an already purchased movie is available through iCloud, I'll just do that!"
And permissions and download availability have nothing to do with it, the movie's still there, it still allows me to redownload it. The only problem is when I click download, I get that message.
And nobody else uses my computer, but I do have multiple accounts authorized on it. Even still though, I am attepmpting to download it through the account I purchased it under. :/ -
I have an iPod 4s and I am trying to update to IOS 6.1.6. I keep trying to download but it will not allow me to click download and install. I have checked my storage and I have more than enough storage space available. Do you guys have any suggestions?
The only available, signed, iOS, for your iPod, is iOS 7.1. That's why you can't install iOS 6.1.6.

I have set up our school ipads to be supervised by Apple Configurator and am using VPP to buy apps. I did this initially as our school internet connection was stopping us from being able to update the IOS and our County was offering a managed system, Lightspeed, which took control of every device in school which proved very expensive. I now find the supervised ipads do not allow the pupils to download photos or movies etc. As we frequently use the ipads as cameras this is causing us a problem. We have a school imac that I use to keep the devices updated with Apple Configurator (not connected to our network), and this doesn't seem to offer any solution to download them either. I was told there was a setting in Apple Configurator to allow other computers to download from supervised devices, but I can't see it anywhere. I am very new to this so any advice or help would be greatly appreciated please.
I assume you are wanting to take the photos and movies off the iPads?
Connect the iPad to a Apple computer. Open "Image Capture". Any photos or video can me imported to the desktop or other location on your computer.
I had this same problem last year and as we have no wifi I asked lots of people at Apple what I could do - no one provided this answer (a little unbelievable!). If you have wifi using something like dropbox would be an easier solution.

UPX is used to compress the Firefox program.
It is not possible to un-compress that file without corrupting it.

It is very difficult to navigate on facebook via safari. The IPAD does not allow other browsers to download and use it almost prevents the facebook app and the lack of scrolling the page.
I also have problems with Facebook on my iPad 2. I don't do a lot with Facebook and generally only post on my feed page. Sometimes hitting return on the keyboard enters the comment, sometimes not. Sometimes the comment will show on my iPad but if I revisit that page I find that the comment has disappeared. So I'd say that Facebook and my iPad are not totally compatible with each other.
I looked into Friendly and was about to purchase this free ap. But before I did I went to the Friendly web page for more info. There I found a page with users comments. One after another users complained about bugs with Friendly. The developers claimed a fix was coming but the user comments complained about the lack of response and support. One of the fixes suggested by the developers was to log out of Friendly then log back in. One user complained that doing this three times in ten minutes was not very helpful. Because of this I decided to avoid Friendly.
I did find a Facebook developed ap but it was for the iPhone. I presume that iPhone aps will work on the iPad but I'll wait until Facebook releases an iPad compatible ap. If there is an ap developed by Facebook for the iPad that I missed please let me know. -

I'm trying to download a previously purchased audiobook from the cloud, however it only shows me music and none of the multiple audiobooks I've purchased!? Anyone with this same or similar issue?
You cannot redownload audiobooks at all.
It is your responsibility to backup your purchases, and all other content for that matter. -
I had to change computers and cannot access my old drive. iTunes shows me the list of songs but I cannot get most to play. Instead I get a message saying "cannot locate"
I have tried following the support tutorials but it still does not allow me to download my previous purchases.
I tried de-authorizing all computers and then re-authorizing this on but it still doesn't allow me to access most of my songs.It sounds like you might have broken links to your content. Either repair these by putting the files you've recovered where iTunes expects to find them or delete the broken entries then go to iTunes Store > Purchased > Music > Not on This Computer, and click the download links.

Any idea why only half of every song plays when I download a previously purchased album or song to my iMac?
Does the track play correctly in Quicktime Player? If it does then it is an iTunes issue. If it doesn't then it is possible the file was not completely downloaded, or is corrupt.

I bought and was charged for some music. It is not in check for available downloads or the purchased file. It does show up on my view my account recent purchases. Where could this music be? I recently recovered from an iTunes problem and had to uninstall and reinstall and finally manged to get everything back to work. Except for this most recent purchase which just happens to be my son's band so I would really like to have it.
