If you didn't make a back-up of your music/movie purchases to restore from (as you are advised to do) then I'm sorry to say that the policy on lost purchases is that you have to pay to download them again:
"Products may only be downloaded once; after being downloaded, they cannot be replaced if lost for any reason.     When you download something from the iCloud, it is a brand new licensed copy. Your iCloud account just contains a notation that you have this app. It isn't storing an actual copy of the app from your Mac.

    I don't understand. Are you saying the CD will not play on any of your CD drives? What happens when you try? Have your tried the CD in a non-computer CD player, such as a car player?

    Not sure why I received a message telling me that the ringtone I was about to purchase had already been purchased if you can't obtain from purchase history, but OK. That being the case, can ringtones be purchased on the computer rather than the phone so that the file is saved on my PC?

    I think what the message is saying is that if you download past purchases for that account then you will be tying the Mac to that account for 90 days - I was thinking that it was saying that it's already associated with an account, not that you are about to associate it. If you don't want that to happen (which if it's your only account then it shouldn't be an issue), then you should be able to copy the content from your other Mac to it via, for example, home sharing : copying content between computers.

When I go into the purchased section of itunes there is an option for books, but this is eBooks and the stuff I am trying to download is a book tape.     I cannot find "Bingo Caller PRO" in the iTunes store to investigate it. Plain "Bingo Caller" is there in the PREVIEW page but the link to the Mac App Store resolves to the Mac App Store Main page.
    The PRO version is found by Google at many unsafe download sites

    When I open iTunes, I can not view / do not have access to the numerous purchases of television shows (some of which have been discontinued) or my music and music videos. This is extremely frustrating because I paid for those movies, music, and music videos.  Any assistance as to how to access these purchases will be greatly appreciated.  Thank you

    Was the content in question acquired with a different Apple ID?  If so, you must be signed in with the Apple ID the content was acquired with.

    Open iTunes, go to the Store Menu, select 'Authorize This Computer' and follow the directions.
    It is unwise to post your email address publicly, I will ask for it to be removed for you.

    I have tried, many times without success, to download previous purchases to my computer.  I do not have access to the computer that I originally downloaded the majority of my music. I have also tried home sharing.  I do not get the "purchase page" when following the directions for downloading previous purchases.  Can someone please come to my rescue ?

    What does home share have to do with this?
    Home share just allows you to share music between computers on the same home network.
    Where is your backiup copy of your old computer?  Have you failed to backup your purchases?
    If so, then you can transfer them from an ipod:  File>Transfer Purchases
    In the U.S , you can use the newly released iclooud beta version to get past purchases.  Open itunes store, click Purchased, under Quick Links
    Btw, typing in all caps indicates shouting, is considered rude and is difficult to read.  Many simply do not read such posts.  As your title is shouting,  it may not get as many people reading it as it would otherwise.

    I see now that I can download previously purchased items, which is so awesome, but none of the audiobooks that I have purchased in the past are listed.  only the regular books to be used in ibooks. 

    Becuase this is not a feature of icloud.  The audiobook distributors do nto allow this.

    Do you have anything restricted as far as installing in or downloading in Settings>General>Restrictions?
    Are you purchases trying to download, but stalling?
    Is anything happening at all?
    Any help here or should we just keep guessing?

    The ability to redownload past purchases is tied up to your iTunes account, not your computer. I don't know how far back in time Apple will have kept your purchase history. Presumably they now aim to keep it indefinitely but that may not have been the case in the past when you were only entitled to a single download.

    What country are you in ? Re-downloading music isn't currently possible in all countries (the record companies need to agree to it for each country). If you are in a country where music can be re-downloaded, then if the tracks are still in the store then they should show under the Purchased link under Quicklinks on the right-hand side of the iTunes store home page on your computer's iTunes.
