If it's this app, Bookworm, then its description says that it should work on an iPad, though it's optimised for the smaller iPhone/iPod Touch sized screen

You can redownload iTunes purchases by:
Downloading past purchases from the App Store, iBookstore, and iTunes Store
Synced media like apps and music are not included in the backup that iTunes makes.

You might be going about this the wrong way....
To use an iTunes gift card click Redeem under Quick Links right side of the App Store window.
Enter the code then click Redeem.

Anything Downloaded with a Particular Apple ID is tied to that Apple ID and Cannot be Merged or Transferred to a Different Apple ID.

Either you're trying to gift content, or the iTunes Store servers are checking the validity of your account, or there's a problem on Apple's end.

You can not merge accounts.
Apps are tied to the Apple ID used to download them, you can not transfer them.
