Try going to https://appleid.apple.com/, click 'Manage your account' on the right-hand side of that page and log into your account. Then click on 'Password and Security' on the left-hand side of that page and see if you can change your questions/answers, and then click Save at the bottom right.

If you mean that you aren't getting the reset link on your account on http://appleid.apple.com (http://support.apple.com/kb/HT6170) then you don't have a rescue email address (which is not the same thing as an alternate email address) on your account, and you won't be able to add one until you can answer your questions - you will need to contact Support in your country to get the questions reset.

Next choose 'iTunes Store Account Questions' or 'iTunes Store account security' (it appears to vary by country) and fill in that you'd like your security questions/answers reset.
You should get an email reply within about 24 hours (and check your Spam folder as well as your Inbox).

How to change Apple ID security question if I didnt set alternative email address, but I remember the ID password not the security question answer
Cause I want to buy some application in APP store, but for the first purchase, I have to answer two security question although I remember the password.
So in this situation, how can I reset the security question.
First of all, my Apple ID is a Hongkong ID, but now I am stay in China. So it is unconvenient for us to make a call to Hongkong App support. Except to make a call to APP, any method I can use?
