Hello Yousef. You need to contact support You can only change your questions/answers if you know the previous ones.
Here's how I contatced them and got my issue reslved:

Follow these steps:
All Products and Services > iTunes > iTunes Store > Account Management > iTunes Store account security
Answer the questions and if required sign in with your Apple ID and password - same one you used to log in on this support forum.
You will find an option to send an email to Apple on that page. Indicate that you forgot the answers to your security questions and wait for iTunes support to reply.

If you have a rescue email address (which is not the same thing as an alternate email address) set up on your account then you can try going to https://appleid.apple.com/ and click 'Manage your Apple ID' on the right-hand side of that page and log into your account. Then click on 'Password and Security' on the left-hand side of that page and on the right-hand side you might see an option to send security question reset info to your rescue email address.

You need to ask Apple to reset your security questions; this can be done by clicking here and picking a method, or if your country isn't listed, filling out and submitting this form.
They wouldn't be security questions if they could be bypassed without Apple verifying your identity.

The reset link will only show if you have a rescue email address (which is not the same thing as an alternate email address) set up on your account. If you aren't getting the link then that implies that you don't have one and you won't be able to add one until you can answer 2 of your questions - you will need to contact iTunes Support or Apple to get them reset.
e.g. you can try contacting iTunes Support : http://www.apple.com/support/itunes/contact/ - click on Contact iTunes Store Support on the right-hand side of the page, then Account Management , and then 'Forgotten Apple ID security questions'

I tried to purchase an app (PDF Highlighter) and upon doing so I was promoter to answer two security questions "since this is my first purchase on this device." In addition to this issue, I went into my setting and entered my debit card information in another attempt to purchase the app. Upon doing so I was prompted to verify my payment info. The prompt asked me to enter my security code. I entered the correct code and it comes up invalid. I have tried going into setting and verifying my payment info through there as well, it also says my security code is invalid. How can I fix this issue? The app I am attempting to download is called PDF Highlighter for $6.99. Thank you for your help.
