I have had my iphone for approx 15 months. I want to change my restrictions and set a passcode when I first got it... Now, I have tried twice and failed. I'm worried about trying again incase it locks me out... ? What can I do?

Only thing you can do is restore your phone as a NEW device.

We have multiple computers, laptops, iphones and ipad in our home. We have kept one account for iTunes in order to monitor what my family downloads for parental monitoring. How can I get approval or allow for more devices to be 'authorized' to purchase from iTunes? I don't want to have to have more than one account that I have to monitor - technology is overwhelming enough to control with all the hackers and distasteful things on the web.

Authorization applies ONLY to computers.
ipads/ipods/iphones/apple tvs are NOT authorized at all.

If you cannot remember the passcode, you will need to restore your device using the computer with which you last synced it. This allows you to reset your passcode and resync the data from the device (or restore from a backup).
If you restore on a different computer that was never synced with the device, you will be able to unlock the device for use and remove the passcode, but your data will not be present.

You will need to restore your device as New to remove a Restrictions passcode. Go through the normal process to restore your device, but when you see the options to restore as New or from a backup, be sure to choose New.
You can restore from a backup if you have one from BEFORE you set the restrictions passcode.

How do I get pics on my iPod when I have it set in iTunes to manual update?

I tried dragging my pics into the ipod part on iTunes, but that didn't work, then I tried opening it up in my computer, but that didn't work either! Anyone know, please?

You can't drag and drop photos.
Connect the iPod, in the summary screen click on the "photos" tab.
Put a check mark in "sync photos". Now choose a folder where your photos are.
This is an option.
Create a new folder and give it a recognizable name (e.g. iPod photos).
Drag (or copy) your photos into this new folder.
Connect your iPod and open iTunes and when the summary page appears, click on the "photos" tab.
Under "Synchronize photos from" choose "Selected albums" and select the new folder you created and click on "OK".
Then you can just add and remove photos to and from that new folder as you wish.
You can do this even if your iPod is set to manually manage your music.
