HT201304 The 'off' and 'on' buttons in 'enable restrictions' are very confusing.  Does 'off' mean that one cannot purchase in-app purchases?

In the Restrictions window, does an 'ON' button mean that a feature IS restricted, or does it mean that it IS NOT restricted?  I thought that the in-app purchases button was set to 'OFF', but my grandson was able to purchase an in-app purchase without my password.  Yikes!
