In case this applies, you must have a credit or debit card on file in order to utilize In-App purchases. In-App purchases cannot be made from the balance of a redeemed iTunes gift card.

When I attempt to purchase in app items of 0.99$ on my new iPad it tells me that I need to contact iTunes support to complete transaction. Some other in app purchases of greater value did not do this. What does that mean?

Did you follow the instructions in the message and contact Apple, which you can do through iTunes Store Support. If Apple have asked you to contact them, then the issue can only be resolved by them.

Of course your password shouldn't work on a different Apple ID. This can happen for many reasons, no worries, just sign out back back in using your own ID.
