Did you change the email associated with your Apple ID or create a new Apple ID?
The former simply requires signing out of the iTunes store and back in with the new credentials.
The later is a waste of time as content acquired via iTunes is permanently tied to the Apple ID it was acquired with.

Spoke to my provider and advised that the email I have with them is a POP3 account, incoming mail is POP but outgoing mail is SMPT so have 2 servers and it seems like the Icloud will only recognize a single server.
iCloud does nothing for external email accounts provided by another company.
Only your @icloud.com (or @me.com or @mac.com) email address provided by Apple has anything to do with iCloud.
Issues related to non-iCloud email accounts should be directed to the company providing the email account.

If a phone is sold from one friend to another and wants to use it on a different carrier the friend can contact the carrier it was sold by to request it unlocked. I know AT&T, Verizon, and Sprint will give you the steps to unlock it as long as the original contract it was bought under has been completed. eBay/Craigslist is really not the best place to try to get "unlocked phones" from, if it turns out the phone isn't unlocked then I'm really sorry you got stuck with that one and as stevejobsfan said above I would report them immediately and see if you can recover your money. So, if I understand you, you signed into your adobe.com account as described in that link, went to the My Products section of your My Adobe page, and did not see your registered products with serial numbers.
Is that correct?

You might not have enough space on your phone.
Look on iTunes and see how much space the photos you copied over is consuming.

Find out what that third party software the kext file belongs to and update or use the developers method to uninstall the third party software responsible for it.
I suspect it's a iTunes extension perhaps?
You also can use the manual method of Finder > Go > Computer and opening your drive, then your System/Library/Extensions folder and looking for the file and moving it out onto the desktop, you will need to be in Admin user and use your password, then reboot to clear the random access memory. However this method doesn't remove the parent program you still need to do that.
How to uninstall/install software on your Mac
The kext file wasn't loaded, so it's not running, but removing it from the Extensions folder or uninstalling what put it there will solve your notification problem as that's all it appears to be.

Update: my PC USB hub was connected to a USB 3 port, I connected the 30 pin cable directly to my PC, And the restore worked just fine. Restored phone from iCloud backup and seems to be working fine.

It sounds like you are unable to reinstall iTunes because of this error message 7. I recommend the troublehsooting found in the following article that mentions that error named:
iTunes 11.1.4 for Windows: Unable to install or open

"iTunes was not installed correctly. Please reinstall iTunes. Error 7 (Windows Error 126)”
Follow these steps to resolve the issue:
Check for .dll files
Go to C:\Program Files (x86)\iTunes and C:\Program Files\iTunes and look for .dll files.
If you find QTMovie.DLL, or any other .dll files, move them to the desktop.
Reboot your computer.
Note: Depending on your operating system, you may only have one of the listed paths.
Uninstall and reinstall iTunes
Uninstall iTunes and all of its related components.
Reboot your computer. If you can't uninstall a piece of Apple software, try using the Microsoft Program Install and Uninstall Utility.
Re-download and reinstall iTunes 11.1.4.
