Why would you want that, it will not hold them for over 30 days anyway.
But if you are completely crazy you just need to email them to yourself and you ll get them in your camera roll and photostream. I am pretty sure you can also share them to camera roll, just can't remember how.

You can't delete an iCloud account, you can only delete it from your device. If you log back into your account and enable photo stream, I think you will find that your photo stream photos return.

Photo stream doesn't upload videos, just photos. If the video was in your camera roll when you last backed up your phone, restoring the entire backup should recover the video.
If you want to do this, go to Settings>General>Reset, tap Erase All Content and Settings (which will erase the phone), then go through the setup screens on the phone and when given the option, choose Restore from iCloud Backup. Be sure your phone is connected to wifi and your charger as this may take some time to finish.

You have two options:
1. Set PSE as your external editor for iphoto and send the photos from iphoto. Save (not Save As) without changing the name or format and iPhoto will remember the original + the last edited version. (To get back to the original you will have to lose the edits, though.)
2. Export the photos from iphoto, work on the copies, make all the changes you want to name and format and then reimport the edited versions to iphoto as new files. This lets you save as many different versions as you like.

I do not use a Windows machine, have a Windows Vista Dell I rarely startup now. But, from what I remember with Win boxes is, you will have to create on the external hard drive a file system like that one iTunes normally uses, and then in the iTunes preferences or control panel edit the location for the storage to specify the name of the external hard drive, or its letter code, with the name of that file system you created on the exernal drive.
I would also move all of the files from the internal file system to the external since you have now told iTunes that is where they are...before deleting from the internal drive, test iTunes to see that it goes where you want it to go.

I did not restore my new phone from back up because I did not realize I needed to restore and not just activitate it. If all you want is your old photos, you could backup your new phone using iTunes, then restore it from your iCloud backup, import the old photos to your computer, then restore it from the backup your made in iTunes returning your newer data to your phone. If you want your old photos on your phone, sync them there from your computer using iTunes. The process would look like this:
Connect your phone to your computer, when it appears in iTunes on the left sidebar right-click on it and select Transfer Purchases; right-click again and select Backup.
Disconnect from your computer and go to Settings>General>Reset>Erase All Content and Settings to return it to new
Go through the activation setup, choosing to Restore from iCloud backup. Make sure your phone is plugged into a charger and has access to wi-fi as this can take hours to complete.
When complete, without connecting your phone to your computer, open iTunes and go to Preferences. On the Devices tab check "Prevent...from syncing automatically"
Now import the old photos to your computer (see http://support.apple.com/kb/HT4083)
When done, open iTunes, right-click on the name of your phone on the left sidebar and select Restore from Backup, choose the backup you made in step 1.
Go to the Photos tab and select the photos you want to sync to your phone and sync.
