Shouldn't the photos on my iPhone's "My Photo Stream" be the same photos that are on my computer under "photo stream"?

Not if you enable photo stream on your computer at a later date.  Photo stream photos only remain in iCloud for 30 days, even though your last 1000 photos remain on your iOS devices until deleted.  This means that when you enable photo stream on your computer (or any other device) you only receive photo stream photos from the last 30 days, even though you may have older photos on your phone.
