HT201317 The photos in my photo stream on my iphone do not appear on my PC.

The photos in my photostream on my iphone 4s do not appear in the photostream on my PC. 
Photostream is enabled on both phone & in the icloud control panel.
Any ideas?

Welcome to the Apple community.
Only the last 30 days of photos are kept in photo stream in the cloud for syncing. Devices that have been syncing with photo stream for some time may retain older photographs that newer devices do not receive from photo stream.

    I have 1000 photos in my photo stream on my ipad2 and I downloaded the control panel to my pc. I set up photo stream for auto download (push) and only 106 have pushed.  I tried restarting the pc, signing out and back in of control panel, resetting my internet explorer and connect/reconnect network.  Still, no new photos pushed.  How can I possibly get all the photos off my ipad2?  I have run out of icloud storage and it won't backup . . .  Thank You for any assistance.

    Photostream in the cloud only keeps photos from the last 30 days (subject to a 1,000 photo limit). When photostream syncs the photos to your device they will stay there (subject to a 1,000 photo limit) until deleted, which means you may well have more photos in your photostream album on your device than there are in photostream in the cloud.
    The consequence of this is that if you turn photostream off and on again on your device (or enable it for the first time), it will only be populated with photos from the last 30 days, which may not be all the photos that were previously in the photostream album on that device.

    On your iOS device, you can remove photos from the Photo Stream view by turning off Photo Stream and then optionally turning it back on. You can do this at Settings > iCloud > Photo Stream.
    If you added any Photo Stream photos to other albums or the Camera Roll on your iOS device, you can locate and delete these photos manually.

    For the avoidance of doubt, are the photos actually in photo stream on your iPhone or just in your camera roll?
    If they are in photo stream, then you might try turning photo stream off and on again on both devices, restarting both devices before enabling photo stream once again.

    Make sure they are signed into the same iCloud account with my photo stream enabled.  If you are only missing older photos in your iPad's photo stream, it may be because when you first enble it you only get photos from the last 30 days.  If you enabled photo stream on your iPad later than you did on your phone, you may have older photo stream photos on your phone that did not stream to your iPad.

    Basically Apple actually took away the Gallery capability we used to have with me.com when they replaced it with Photo Stream. So there is no way to see on the web, nor send a URL to friends to share the pictures like you used to be able to do with Gallery. To do that, you will need to push those photos to an external service such as Snapfish or Flickr or a social media site.

    Photostream is not synching, but streaming service. It allows you to stream pictures to other devices including your pc. Once picture is streamed, your personal arrangements do not affect any device, but that one, and there is no follow ups sync.

    iCloud only keeps photo stream photos for 30 days, even though a rolling collecting of up to 1000 photos will stay on your devices until deleted (such as by turning off photo stream).  These photos can't be recovered because they are no longer in iCloud.  If they were in your camera roll when you last backed up, restoring the backup should recover them; otherwise there gone.
    In the future, to save them permanently, be sure to import them to your computer while they are still in the camera roll as explained here: http://support.apple.com/kb/HT4083.  If they aren't in the camera roll, save them to the camera roll by tapping Edit, tap the photos, tap Share, tap Save to Camera Roll.  Then they can be imported to your computer.

    If older photos are missing it may be because photo stream photos are only held in iCloud for 30 days.  After that they are removed from iCloud but will remain (up to 1000 photos) on your device until deleted.  Also, only photos taken after enabling photo stream are added to your photo stream, and only when the camera is closed, your device is connected to wifi and you have at least 20% battery life remaining.
    To transfer the missing photos you can either create a shared photo stream containing them and invite yourself to it (see http://help.apple.com/icloud/#mmc0cd7e99), import the photos to your computer and sync them to your iPad, or use an app like PhotoSync to transfer them to your iPad over wifi.

    Try turning off photo stream on your PC, then turn it back on without changing the default location.  Then take a new photo on one of your devices and see if it appears on your PC now.  (I've seen a number of posts indicating that changing the default location isn't working properly for them when using iCloud control panel version 3.)

    Photo stream doesn't use your iCloud storage space.
    You can see what your iCloud storage is used for and delete any unwanted content at settings > iCloud > Backup & Storage > Manage...... on your iOS device. Or System Preferences > iCloud > Manage...... on a Mac.
    You have 3 options......
    Purchase more iCloud storage.
    Delete data or back ups that are being stored in iCloud already.
    Turn off items to be included in the next back up to reduce its size.
