I don't have any apple products personally, this is for work to use Photo Stream so when Superintendents & Project Managers take pictures of their construction site, I am able to have those images immediately.

You can not create an iCloud account using a PC, you will need an Apple product. Once the account exists you can logon to it from a PC.

Usually if it says your Apple ID is not an iCloud account, that means you have not yet enabled your Apple ID as an iCloud account. So you did set it up correctly on your iPod touch?

When I try to log onto Icloud in Windows 7 64-bit using my Apple ID it says my Apple ID is valid but not an Icloud account. I can't go anywhere with Icloud after that.

These types of messages often indicate a problem with the devices serial number, have you had your phone repaired at any stage or did you buy it second-hand. -
I downloaded icloud because some of my music files got deleted, and I was hoping to be able to re-download them if I installed icload.Supposedly you can use your Apple ID to sign. Now when I try to sign in with my Apple ID, I keep getting a prompt saying that my ID is valid but not an icloud account. So how do I register if I can't sign in?
You can't create an iCloud account on your PC. You have to first create an iCloud account on an iOS device (iPhone, iPad, iPod Touch) or Mac (running OS X Lion or higher). After creating the account on one of these devices you can use the ID to sign into the account on your PC.

I am running Windows 7 and have tried to install iCloud. No matter what instructions I follow, I still get the error message "This Apple ID is valed but is not an iCloud account." How can I resolved this?
I've tried both. First, I tried on my pc, where iTunes had installed iCloud when it last updated. I have iTunes installed on this computer (and on my iPad and iPhone), but that wasn't the issue.
So I went online, thinking I needed a separate iCloud Apple ID, but it prompted me for my current Apple ID and gave me the message about my ID being "valid" but not an iCloud account," which, lol, was what it had asked me to do in order to create one. You will have to sign in to I cloud on any of the iOS device with version 5 or above once with your Apple Id to use your Apple Id as I cloud account. So if you have an iPhone iPad or iPod touch with iOS 5 or later.
On your iOS device go to settings > I cloud and sign in and you should be able to use your Apple Id as an icloud Id. -

Go to the 'Go' menu in the Finder and hold down the option key to reveal the Library. Then navigate to library > preferences > system configuration and drag the 'Networkinterfaces.plist' file to the trash and restart for mac. Now try again. -
I downloaded the iCloud control panel on my PC but can't sign in - message says "This apple ID is valid but not an iCloud account. I've tried the account set up several times but it keeps just spinning me in circles, asking me to sign in and then I get the same message again. This is getting frustrating and I really don't seem to be able to get help. You can't setup (create) an iCloud account using a PC. You must use an Apple device, a Mac or an iPhone etc. Once you have created an account you can sign in from your PC.

Do you have an iCloud account yet (go to www.icloud.com and login to verify that you do).

On your iTunes, Sign-in, Authorize the computer.
Then go to the iTunes Store and select "Purchased" from the Quick Links side bar on the right. Go through all the tabs to download again for free -
