    it gives the USA phone number - if you don't live there you will have to find an equivalent number from the 'Contact Us' link at bottom right of this page.
    Keeping current plan, but downgrading when it ends:
    Settings>icloud>Storage & Backup>Change Storage Plan.  Look at downgrade options.  There you can choose the plan you want when the current one ends.

    As far I am aware the 'purchases are considered final' applies to iCloud as it does with other purchases. There are instructions for downgrading iCloud on this page : http://support.apple.com/kb/TS4009 , and you can contact iCloud support via this page : http://www.apple.com/support/icloud/ww/

    You can (in theory) downgrade a storage upgrade purchase and get a refund within 15 days of purchase.
    Apple have made this as difficult as possible. If you use Express Lane you cannot proceed without entering a hardware serial number which is still eligible for AppleCare. However julia22 managed to find a way round it - please see this post:

    How to get a refund within 15 days for icloud storage upgrade -  (from a previous post)
    Just call 1-800-MYIPHONE
    Your call will initially be handled by a first level technical person, but he will have to refer you to a  senior advisor because they are the only ones who can issue a refund.
    Once you have a senior advisor on the phone, he will ask for your Apple ID, last 4 of your credit card or a security question, and then issue a refund IMMEDIATELY.

    If your iCloud account uses your family's Apple ID, you will pay $20/year for all your family members. If your iCloud account uses a different Apple ID than your family's Apple ID, you will pay only for you

    Settings-general -reset-erase all content and settings.
    iCloud ID and password should be same as Apple ID.
