When Trying to download applications from the itunes store, I receive a message that my Apple Id has been disabled. I reset my password, accessed my Itunes Account successfully, but when trying to download, the same message appears.

We are fellow users, we won't know why it's disabled. You might be able to re-enable it via this page : http://appleid.apple.com, then 'reset your password'
You might then need to log out of your account on your device by tapping on your id in Settings > Store (Settings > iTunes & App Stores on iOS 6) and then log back in so as to 'refresh' the account on it
If that doesn't fix it then you might need to contact iTunes Support : http://www.apple.com/support/itunes/contact/ - click on Contact iTunes Store Support on the right-hand side of the page -
Because of fraud, my apple id has been disabled. My apple id was my e-mail address. I can't change my apple id to something new because I don't have another email address. am i missing something simple here?

When your account becomes disabled, Apple provides the following recommendation:
"This message means that someone tried and failed to sign in to your account multiple times. The Apple ID system disables the account to prevent unauthorized people from gaining access to your information. You need to reset your password, following the instructions at the Apple ID website".
Visit iForgot.com and follow the instructions there.
In order to change your Apple ID or password for your iCloud account on your iOS device, you need to delete the account from your iOS device first, then add it back using your updated details. (Settings > iCloud, scroll down and hit "Delete Account")
Providing you are simply updating your existing details and not changing to another account, when you delete your account, all the data that is synced with iCloud will also be deleted from the device (but not from iCloud), but will be synced back to your device when you login again.
In order to change your Apple ID or password for your iCloud account on your computer, you need to sign out of the account from your computer first, then sign back in using your updated details. (System Preferences > iCloud, click the sign out button)
In order to change your Apple ID or password for your iTunes account on your iOS device, you need to sign out from your iOS device first, then sign back in using your updated details. (Settings > store, scroll down and tap your ID)

1. Don't confuse "Apple ID" with iTunes Account ID. You can have many Apple IDs but only one iTunes account active at a time.
2. If you "changed" your iTunes account ID, you actually have 2 accounts - one under the old name plus the new name.
3. You can't merge the accounts - they remain separate. Apps purcahsed under the old account name will update ONLY WHEN THE PHONE IS SIGNED IN TO THE OLD ACCOUNT NAME and visa versa.
4. Likewise, you can sync only the apps, music, media purchased under the account the phone AND iTunes are signed in to. -

iTunes is updated and works fine and I am able to log onto my account. When I go to purchase a song, I get the error message "Your Apple ID has been disabled". I've tried different methods: changing passwords, making a new account with another email address, and emailing itunes tech support. One of my daughters downloaded the game Top Girl which is FREE, but in the game Top Girl you use money in the game to purchase things. It just so happens that the money you use to purchase things is real money MY Money!!!. My daughter thought she was using play money in the game and had no idea she was using real money. She spent $106.00 buying stuff. Now I have to call the bank and tell them to release the hold and pay Itunes. I'm hoping this solves the problem. I tried to update a few apps from my iPhone, and to install new applications from APPSTORE. But i got a message :" Your Apple ID has been disabled"!!!!!!

If it then works on your computer's iTunes but not your phone/iPad then try logging out of your account on the phone/iPad by tapping on your id in Settings > Store (Settings > iTunes & App Stores on iOS 6) and then log back in and see if that 'refreshes' the account on it
