I have a Sprint iPhone4s and a T-Mobile sim card. Can apple unlock my Sprint iPhone4s so i can use it in t-mobile?

No they cannot. Only the carrier the device is locked to can authorize an unlock. Also, even if you got the device unlocked, it will not work with another domestic carrier in the US. That would only unlock the SIM side for international carriers.

    No.  Apple does not unlock phones and there is no unlock code.  Only the carrier to which the phone is locked to can authorize the unlock, so contact them.

    If you want, you can also use this computer to login to iCloud.com, locate the phone, then erase it. This will also remove the passcode.

    My question is: if I bring my iPhone into an Apple store will they be able to either unlock my passcode for me (provided I have identification of ownership i.e. account number and verification) or will they be able to back up my data (then restore it and then put my data back onto my phone)?     It sound like  are asking about simply passcode unlocking, not carrier unlocking.
    If you have forgotten your passcode, then you will need to restore and you will lose everything that you have failed to store on your computer.
    Apple, nor your carrier can do anything about this.

Since it is locked to Canadian carriers (or one specific, I assume, i'm not sure as I won't have the phone in my hands until tomorrow) will the iStore unlock it for me to be able to use here? If they don't it isn't too much of an issue as I can get it unlocked via a less legitimate means but I'd rather do so officially.

    Apple will not unlock an iphone for anyone at all, anywhere.
    ONLY the carrier to which it is locked can unlock it  no one else.
    Contact the Canadian carrier and ask them if they offer this service.

    Contact Apple's Customer Support - in the US, (800) 767-2775 to find out. But they will most likely tell you what you already know...it needs to be restored against the computer is was last linked with.

    Are you trying to open the App Store or www.apple.com/store? Either one you need Internet connectivity.
    It might be that you have restrictions enabled as well.
