My phone was stolen, I have moved it in lost mode,but I can see that whoever has it,is changing phone name and can use it until I activate lost mode again.Can I do it permanently? How can I cancel ICloud back for the stolen phone,it blocks Cloud memory?

iPads are not "locked". Get an iPad data plan and sim card from a local provider and connect to their 3G/LTE service.

There is no Unlock Code, only the approval of the original provider. Then just open iTunes on computer, connect iPhone to computer with USB cable, and then click Restore button of iTunes to Restore the iPhone. At the end of the Restore process, iTunes screen on computer will show large message, Congratulations the iPhone is Unlocked.

You need to connect to iTunes and restore the iPhone to remove the passcode...then from a recent backup restore the content.

Those choices are controlled via System Preferences, Trackpad.
