Only the carrier it's locked to can unlock it. many will not do so unless you are the original owner of the phone.
Don't do it. Buy a phone from a legitimate source.

Unfortunately, you must restore it in iTunes on your computer. There is no way to retrieve a forgotten pass lock code.
You will need to Restore your device from the same computer that you most recently synced to. See - http://support.apple.com/kb/HT1414.
