If anyone can help out there, will be very much appreciate it.
The iphone4 I bought on Ebay was for AT&T, no contract. My family in El Salvador have the phone4 and have ask me to find out how to unluck it so they can use any carrier/sim card.
Can I have AT&T unluck by using the serial number of Phone since I never used it here in the U.S?

Only AT&T can unlock an iPhone.
The following is from their website:
What are the eligibility requirements for unlocking iPhone?
All requests for iPhone unlock must meet general iPhone unlock eligibility requirements before an iPhone can be unlocked.
AT&T will unlock an iPhone under the following circumstances:
The person requesting the unlock is:
A current AT&T customer, or
A former AT&T customer who can provide the phone number or account number for the account.
The iPhone was designed for use on the AT&T network.
All contract obligations, including any term commitment, associated with the device to be unlocked have been fully satisfied.
The iPhone has not been reported lost or stolen.
Given the above it is very likely the iPhone you bought may not be eligible to be unlocked at all.
I recommend you return the iPhone to the eBay seller and demand a full and complete refund.

It sounds like you are talking about an iPhone that has been Activation Locked. This article explains:

If so, the iPhone can never be unlocked without the original Apple ID and password. This is an anti-theft measure. -

See this http://support.apple.com/kb/ht1212, but if that doesn't help, the only other way to get past this is to restore the phone on the computer you normally sync with to your latest backup. This will remove the passcode.

Unfortunately, SoftBank does not offer authorized unlocking of iPhone.
Your best option is to sell this phone and buy another iPhone from the carrier of your choice or better buy a factory unlocked iPhone so you would be able to use it with any compatible GSM carrier around the world. -

Are you aware that if you restore your ipad that you will lose all data from your ipad and very difficult to get it back unless you had previously made a back-up of your data on itunes or in the cloud. and that would be on the computer you set those up on. (There are some independent apps out there that might help restore data but I don't have any experience with them...)
Also, I think if you restore on another computer you're supposed to have administrator rights and have the latest itunes update. And I think if you sync (if restoring is considered syncing with another computer, you'll be locked out of your computer or a new one.)
I don't know if there is a way for you to safely eject your ipad from your mom's laptop and find another way, but please read this

And then tell the story of your problem that you originally included and your follow-up efforts to restore given a suggestion on previous post (though I think you SHOULD AVOID RSTORE if you can.) Steps you know to do:
*Put the iPod touch 5/4 into Recovery Mode or DFU Mode for 10 seconds by holding Power and Home button.
*If you want to perform Recovery Mode, keep holding Power and Home Button for 30 seconds and let it go.
*If you want to perform DFU Mode, let it go from power button and keep holding home button until iTunes logo appears.
*When you're inside Recovery or DFU Mode, click OK.
*To erase and unlock by removing the passcode, you need to restore. Click Restore iPod to continue.
*Click Restore and let iTunes verify the restore to stock version.
*Once is completed, done and ready to go.
If the problem still continues, go to the Premium or Authorized Apple Reseller to make an service for iPod touch or make an appointment for Genius Bar about iPod hardware and repairs.
