How to stream from iPad to apple tv via airport express with the airport express being connected to the internet

I have an apple tv, iPad 3 and airport express. Im at school and the apple tv is technically not supported by the network. Ive read that one could use AirPlay to apple tv via AE.
Can someone help me make this work? Step by step process if possible.

The router does provide WIFI, but the thing is the Apple TV will be out of reach. I want to avoid having two routers / networks. That's why Apple TV is hardwired. The AirPort (also hardwired) should only work as a receiver for the iPhone - streaming iPhone content to the Apple TV.
BOTH the Apple TV and the AirPort Express are AirPlay "speakers." That is, you can stream from iTunes to either device. You don't need both if the Apple TV is hardwired to an existing router. That provided the necessary networking for AirPlay to stream over. Wi-Fi is NOT required for AirPlay if you have a wired connection between the AirPlay "server" (i.e., iTunes host) and the AirPlay "speaker."
The Apple TV would work as a "receiver" for your iPhone.
If AirPlay is an application layer software, how may two AirPlay device communicate directly? Normally all communication is relayed by the access point.
AirPlay is a streaming protocol that runs over TCP/IP. AirPlay "speakers" DO NOT communicate with each other directly. The basic communication path is between an AirPlay "server" and an AirPlay "speaker" or multiple "speakers." Again the path between them can be either be wired or wireless or some combination of each.

App store icon gone missing/Web Content Filter - Apple Configurator

I am using Apple Configurator to manage the iPads at my school. I changed the settings on my school's profile, within Apple Configurator, so that the App store was not available. The App store icon disappeared and all was good. I decided to change the settings back, to allow the App store, saved the settings and refreshed a group of iPads. The App store icon is still missing and it doesn't appear that my new settings have been applied. I quit Configurator and tried again, but no success. I am running Configurator 1.5 and the ipads are running iOS 7.1.
Also, I have unchecked the "Allow use of You Tube" button because I want You Tube disabled, but Configurator still allows the use of You Tube through Safari. Is there any way to disable the use of You Tube without using the ridiculous "Web Content Filter", that when activated, limits adult content (good), which seems to include a lot of valuable educational sites (bad)? To me the only other option available seems to be to tick "Specific Websites Only" and spend the next year typing in all the possible sites that might have educational merit, ergo, my use of the word 'ridiculous'. Is there something I am missing?

Knowledge Management --> Content-Management --> Global Services --> Resource Filters --> Scope Resource Filter

I have created a new crawler which uses this filter and re-indexed my content, but without success.
I guess this is the right way, but It seems that I have forgot something...

How to close web content overlay

This is probably a simple fix, but I haven't been able to find it and don't know HTML very well.
After loading a web content overlay, we would like to include a button that lets the user exit back out to the page they originated on.
Right now, we us a navto to go back to the specific page, but now the same overlay will be used on several pages of the folio, and we need the user to be able to go back to the exact page they came from.
Is there a simple "close" command we can use instead of "navto"?

I'm not aware of an easy way to "close" an activated Web Content overlay. I suppose you could display the web content in the in-app browser using a Go To URL link. Users would tap a button, view the HTML contents in the in-app browsers, and then tap the Close button. But that might not work for your design. Another possibility is to put the overlay in an MSO state that includes a button that switches to a different state. Again, it depends on your design.

Streaming HD content to apple tv really slow, why?

Does anyone know why when I have fibre optic broadband, 100Mbps download speed that when I try and stream a HD tv show or film to my Apple tv (2) from either my mac or ipad it buffers and buffers, plays, then stops halfway through, buffers again for, well I have no idea because I always give up AND WATCH IT ON THE IPAD IN FRONT OF MY HUGE TV WHICH IS LUDICROUS!. I thought the apple tv started to play after it had calculated how much time it needed to upoad the rest of the film/tv show. On forums it's seems that it's ALWAYS the network that gets the blame, but mine is the best you can get and it still doesn't work. It can't be the network, I know using wireless is slower but at 50Mbps or 25Mbps it should still be fast enough, it can only be the Apple TV! I think it's the upgrades that seem to have made it worse and worse everytime there's a new one. Would it be worth resetting back to factory settings? or is there an obvious setting I need to look for?

I haven't because the BT hub is upstairs and the apple tv downstairs so it would be a long cable and not practical and the infinity ethernet port is being used for my mac. The thing is, it's sold as a wireless system and all you need is a good internet connection, apparently, cabling everything up is such a retrograde step. It all used to work perfectly, the only thing I can put it down to is the last appletv upgrade, that was when it seemed to stop working properly.

How to stream the content of a buffer[] via RTP?

I have a buffer[] Objekt with encapsulates my Audiodata. I now have to make a DataSource out of my Buffer Object so that I can stream it via an RTP Manager.
How to do it?

You have to create a custom DataSource and a custom stream for the DataSource. The custom stream must implement/override the read() method. The JMF calls read() to get data from the stream to send via RTP. In the body of the read method, you will take a chunk of your buffer[] data and put it into the Buffer object passed as a parameter.

How do i load content onto Apple TV without keeping it in itunes

How to stream Live News on Apple TV Gen 3 all day long

I have searched and searched and cannot find any help with this matter. My searching must need some help.
I am trying to set up this apple tv at my office. Model A1427 so it should be a Gen 3 correct? http://support.apple.com/kb/HT200008?viewlocale=en_US
What I would like to do is to get rid of our cable provider! Why pay $50/ month when I have 2 apple tv's! All we use the cable is to have a news type station playing all day long. Like CNN or CNBC, Fox news. You get the idea. Can my apple tv do this?
I have updated to the latest version, and now I have bloomberg news and sky news. I have also set my sleep to never as well as the slideshow.
However when I run bloomberg, it stops playing after every "show" Then I have to go select it again. Is there a way to get around this? All I want is it to play 8 hrs a day and for me not to select or press any buttons. The sky news appears to do this, but I would rather have a USA news type station.
Any help would be very much appreciated. If there are topics on this already, please direct me to them. I have searched for several hours yesterday and today.

That's a 2nd generation if you Google the model number.
Should not matter.
Try restrating your phone or iPad, router and AppleTV and try again.
