I had to change my email address. Now I am having trouble with my apple account and my iCloud account . Sometimes I cannot log in even though I have changed my account info as per instructed . How can I get help to fix all my account issues? Also how can I delete my old iCloud email they issued and get a new email address? It won't let me delete the old email.

If by "email address" you mean Apple ID, you have to go to Settings>iCloud and tap Delete Account, then sign back in with your updated credentials. This will delete the account any your synced data from your iPod, but not from iCloud. Provided you are signing back into the same account and not changing accounts, your data will be synced back to your iPod when you sign back in.
If you are changing to a new account, be sure to choose Keep on My iPod when you delete the account. Then choose Merge when you turn on your iCloud data syncing with the new account.

Contact Apple, either through the link in that article or by phoning them. Alternatively, just create a new Apple ID; previous iTunes Store purchases won't be transferred to it.

If you intend to keep using iCloud on your iPad, your best course of action would be to update your Apple ID/iCloud information so that you have a known password and it is associated with an active email address. You may find the following articles helpful:

If you acquired content with the old Apple ID, you also forfeit the content. Content is forever associated with the Apple ID that bought it. Apple does not transfer content from one ID to another nor does Apple merge IDs. It would be best to reacquire use of the ID than to abandon it if you have content because that is the only ID that can redownload the content or update it. Call Apple Care for your country and ask for the Account Security Team, then request help resetting the password for the account.
Otherwise, if none of that matters, just abandon the ID and everything associated with it, delete everything from your devices and libraries. Then create a new Apple ID and start over.

While you can delete the existing iCloud account by forcing the phone into recovery mode & restoring it, or logging into iCloud.com & erasing the phone, you won't be able to activate the phone unless you you know the original Apple ID/Password that was originally used to activate the phone. The phone will be useless.
This is called Activation Lock.

I cannot help but note that it is absolutely absurd to not allow the deletion of an email account in an ISP or Cloud environment.

If that is your situation, then you need to do the following:
1. Go back to Manage your Apple ID and change your Apple ID back to the old email address (this is temporary)
2. You do not need to verify that old address since it is only temporary
3. On your iPhone, go to Settings>iCloud and scroll to the bottom and click on Delete Account to delete the old iCloud account. It will ask for your password - type in your current Apple ID password
4. Go back to Manage your Apple ID and change your Apple ID back to the new email address
5. Go back to the Phone to Settings>iCloud and sign on to iCloud with your new Apple ID

Well, yeah. You want to create separate accounts for each of you, using individual Apple IDs. I know mothers and daughters like to share clothes, shoes, handbags, etc. but don't share Apple IDs.

That's Activation Lock. You will need to remember the Apple ID and password you used to set up the phone.
If you can't remember them, you can go to iforgot.apple.com to try to recover the information.
If you are the original owner of the phone & have proof of purchase, you can try calling Apple to see if they can assist also.

You can't delete an account, you can only stop using it. If you're getting that error message you won't be able to create a new account on your device. Your only options are to re-use one of the accounts previously created, or create a new account on a different iOS device or Mac (running OS X Lion or higher), if you have one.
