Yes, you can. You must change your Apple Store Id information by selecting the new country, and providing a veirfyible billing address and a credit/bank card issued by an accredited bank/financial institution within that country.
Of course, this assumes that you are also living in that country.

You can buy from an Apple store, which has a 14 day return policy.
You can buy on-line from Apple and get a new or refurb model (less $), and get engraving if you want it.
Some retail stores have a more generous return (30 days?) policy.
You can buy from an on-line Apple Authorized Reseller. I bought (with free shipping) mine from MacMall because I didn't have to pay sales tax. I paid with my American Express CC to get, for free, an additional 1 year warranty.
Regardless of where you buy you still get the 30 day Apple Care and 1 year warranty. You can extend, for $, the Apple Care for 2 years. Or you can buy, for $, Apple Care +, which provides accidential damage repair insurance. There's also some 3rd party sources to buy the accidential insurance.
Some retail stores and on-line stores offer a small discount or add a bonus item.
It's your choice. Find the best deal.

How can I help apple make a itunes and app store in my country?

The lack of an iTunes store and AppStore in my country(Macedonia) is frustrating, as would many other users agree. My question is not why, but how can I help apple achieve this? How can I help create both the iTunes and App store? I believe that many developers in Macedonia are more than willing to become iOS Developers, and there is a lot of music, books and movies to go around too. Please reply with an answer if and how I can help.

Launch iTunes.
Select iTunes Store in the source list on the left.
Go to the bottom of the window and click the round flag icon.
Europe > Macedonia
Same for the Mac App Store.

Buy music from US apple store by using other country account

I wish to buy a music album which is available in US apple store only but I have account in Indian apple store then how can I purchase, Apple not allowing to buy that. I am holding a international credit card which is register with Apple.

You can only buy from the iTunes Store for the country you are actually located in, and you must use a credit card registered in that country. If you are in India you cannot purchase from the USA Store. Creating a new ID won't help.

How to update applications coming from the itunes store of an other country?

I am French but living in Belgium. On the iTunes store, I use a French credit card, so I am on the French iTunes store.
I was able to switch to the Belgian iTunes store using my Belgian credit card to download applications which are only available on the Belgian iTunes store like the iOS application for my bank.
Howerer I have activated iTunes match in order to have all my songs in the cloud.
Since that, I can't switch to the Belgian iTunes store anymore to update my "Belgian" applications.
The only way to do it, is to cancel my iTunes Match subscription permanently or do you think there is an other way?
If I create an other account on the Belgian store, it won't work, because there is DRM on the applications...

No, it means you switch from the US store to the other store. Afterwards you just switch back to the US store. You can theoretically have accounts in many different iTunes stores. Switching is simply logging out of one and logging into another after switching countries. There's a switch country link at the bottom of the iTunes Store.
Personally, it seems it would be much simpler to send a check to all of your friends. Far less trouble than trying to open bank accounts and get credit cards from different countries unless you frequently travel to them and don't mind maintaining cash balances in different banks across the world. Not to mention getting credit cards. Here in Vancouver they won't give me a credit card unless I maintain a $5,000.00 minimum balance in my Canadian checking account. If I did that I'd hardly have much need for the charge card.

Hello, i tried to download an app from a different store from the one of my country, so my account switched to the store of the other country and it will not switch back to my country, how can I revert it back to the french store?

Try going to the bottom of the Featured tab in the App Store app on your iPhone and tap on your account id, tap on 'View Apple ID' on the popup and log into your account, and then select the Country/Region section.

My old Apple Id can no longer be accessed due to my original e-mail being locked out. How can I switch Apple ID's without access to the one my phone continues to use?

How can I get an apple id for an other country

I am studying in the Netherlands and now I need to have a Dutch app but Originally I am logged in with my German Apple ID. Now I just started from the beginnig and made a new account for the Dutch App Store but as soon as try to log in on my iPhone I need to type in a lot more informations as Credit card information, Adress, phone number etc.
But when ever I type in my Visa Card number it won't work why is that ? Does a german Credit card not work in the Dutch apple Store?
Also when I type in my adress it does not work either. Is it not possible to have a German adress and a dutch apple ID ?

Correct again. You must have a valid credit card and address for the country whose App Store you are trying to use.

The app in question is QQmusic, there isn't in the italian market so the iphone redirect me to the chinese apple store, but when i tried to download (the app is free) i get the message that my prifile can download only from Italian market? The 3rd party developers who create and own the content are who decide where in the world that their apps are sold, not Apple. If a developer isn't ready to provide the language resourses within their app or to offer support for their app in a particular language, then they choose where to sell their app. Apple sells its apps in all of the app stores.

Not currently, no. I'm not sure what Apple's plans are to rollout the iPhone to the mideast and southwest/southeast Asia. Only Apple knows.
