My understanding is that the home sharing is based off of being on the same Wifi. So if someone brings their laptop to your house and connects to your Wifi and they have home sharing on they can connect so you can see his/her iTunes library on your iTunes.
I haven't tried this though. We have two laptops at home, both using my iTunes account and I can see each other's iTunes library, which I'm guessing is what you're probably doing now. I'd be interested to know if my thought above is true. -

The only available, signed, iOS, for your iPod, is iOS 7.1. That's why you can't install iOS 6.1.6.

What I was really trying to find out is if there is a limit on switching iTunes accounts - I have a vague memory of reading that changing from one iTunes store account to another was going to be limited in some way, but maybe this is on iTunes itself? Or perhaps my memory is incorrect? We have two iTunes accounts and swap back and forth regularly on our iPhones and iPads to buy and update apps without a problem. I couldn't find any reference to it on a quick search yesterday so what I have done with the AppleTV is leave it set to one account, and we watched the other account content via my Macbook.

I would advise that you not set up a second Apple ID. It's really not necessary - having two Apple IDs won't affect how iTunes works with your iPads - and will just complicate matters. Each iPad will be treated independently and can be set to sync only the items you want on that particular iPad. If you really want to keep the two iPads separate, set up different iTunes libraries and have only those items you want on the related iPad in that library, rather than a different Apple ID. If you plan not to use a computer and just download directly to the iPads, you can again choose what apps and content each iPad gets.
But answering your specific question, you can have content from up to five iTunes Store accounts on any one computer or iPad. To create a new iTunes Store account, you'll need a different email address, and from there you just create the account the same way you did the first one.

The app is compressed and needs swap space to install. As a rule of thumb you need 3 times the listed size of the app available, or in your case 4.6GB. You only have 1.7GB.

That message is telling you that you do not have enough stgorage on the iPod to accomodate all the media you are trying to sync to the iPod.
