To report an issue with your iTunes Store, App Store, Mac App Store, or iBookstore purchase, follow these steps:

Click Report a Problem under the app that is having the issue.
When prompted, enter the Apple ID and password you used to purchase the item, then click Report a Problem.
Click Report a Problem next to the item you are having an issue with.
From the Choose Problem dropdown menu, choose the appropriate issue.
Follow the onscreen instructions and—if prompted—type a description of the problem into the text field.
Click Submit to have your issue reviewed.

Likelyhood is, if they are convinced it was an accident they will refund. But its not something you can rely on. -

i got charged twice for a movie (Safe House). Can i get a refund for that? we were not able to finish the movie last night, and now we're trying to watch it again. We have an hour left, however the apple tv is still loading the movie again for 2 hrs & 46 mins.

i wanted to update to the 10.8.3 os x mountain lion, so i updated but then it asked me about billing info. i guess the billing info i put wasnt right cause apple kept telling me it was wrong, but on my bank statement (pending transactions) it clearly says i got charged twice. i do not know who to call:/
Sometimes a second charge is an authorisation charge that is never actually put through. That's why it registers as pending.

Somehow, I tune I bought got downloaded twice and I got charged twice. What can I do to correct this error? It's happened before and I let it go, but obviously I need to fix this dang problem now!! Thanks.
Contact the iTunes Music Store customer support department through the form at the bottom of this web page and explain the problem to them. Assuming that it's an iTMS mistake and not that you mistakenly purchased the same song twice, they should then issue a credit to your account.
