    In your case your only solution is to restore it ( see http://support.apple.com/kb/HT1808 ) and you may need to force it into restore mode to do that.  This will wipe everything off it and reset it as new, without the passcode.  You can then redownload purchased content, buy unless you have a sync'd copy of your contacts and photo's they will be gone.

    If you can't remember the password for your old ID you can reset the password as explained here: http://support.apple.com/kb/PH2617.  If you can't reset the password yourself, you can contact the Apple account security team for your country for assistance: Apple ID: Contacting Apple for help with Apple ID account security.  If your country isn't listed, you can contact iTunes store support by filling out this form: https://ssl.apple.com/emea/support/itunes/contact.html.
    Before doing any of that, make sure it's asking for your ID and not someone else's ID.  It will require the ID that was used to activate the phone originally.  If you aren't the original owner, only they can help.  You have to either get the ID and password from them, or have them erase the phone and remove it from their account as explained here: Find My iPhone Activation Lock: Removing a device from a previous owner’s account so you can reactivate it using your own ID.

    Your iCloud and @icloud.com login ID is an Apple ID. Go to http://appleid.apple.com and sign in with the ID you use to sign into iCloud (you can check this by going to http://www.icloud.com and signing in there).
    Click 'Password & Security' in the sidebar and you will be able to change the password.
    HOWEVER
    Before you do this you must turn off 'Find My iPhone/iPad/iMac' if you have it enabled on any of your devices, otherwise you will land yourself in difficulties.

    Sign in at http://icloud.com with the new ID and password and confirm that your data is still all there.
    Then sign out in System Preferences>iCloud then sign back in with the new ID and password. Your data will disappear from your Mac when you sign out, but will reappear when you sign back in.

    The solution surprised even me, and we've been using Macs since 1984 (still have an original 128K).
    I contacted Apple support, and because we had just upgraded yesterday, clicked on the "exception" button as opposed to paying the $19.99 one-time support fee. An Apple tech called and the problem was solved in two minutes.
    Somehow during the installation of OS 10.8.2 (over 10.6.x) the key chain data for my email ISP login password got corrupted. The solution was to delete both the POP mail and SMTP entries in my keychain.
    Back to Mail, it asked for the POP password, I entered it and bingo, mail got busy downloading. Interestingly, the password was also entered into the SMTP panel.
    So, that's it. Thanks for you response, Mr. Hoffman, and regards.

    There's a couple of ways to get through to the authorisation controls in the 11.0.x versions.
    The control is still in the Store menu, but first (if you're using iTunes versions 11.0.x) you might need to bring up the menu bar to see the Store menu.
    If you're using 11.0.x, click on the wee boxy icon up in the top-left corner of your iTunes to see the "Show Menu Bar" control, as per the following screenshot:
    Then you'll find the control in the Store menu:
    Alternatively, if you don't want to bring up the menu bar, it's still possible to get into the authorise controls via nested menus accessible from the wee boxy icon. Here's a screenshot of where to find them:
