For the slowness, try resetting your iPod.
Reset: Press and hold the Sleep/Wake button and the Home button together for at least ten seconds, until the Apple logo appears.
As far as the App Store, I wonder if the App Store is just down because the servers are overloaded from everyone trying to download iOS 7.  You might need to wait and try again later. 
If waiting doesn't help, try resetting your network settings.
Reset network settings by tapping Settings > General > Reset > Reset Network Settings.
