Or you can email iTunes Support at iTunes Store Support.
If all else fails:
1. Go to: Apple Express Lane;
2. Under Product Categories choose iTunes;
3. Then choose iTunes Store;
4. Then choose Account Management;
5. Now choose iTunes Store Security and answer the bullet questions, then click
Continue;
6. Sign in with your Apple ID and press Continue;
7. Under Contact Options fill out the information and advise iTunes that you would
like your security/challenge questions reset;
8. Click Send/Continue.
You should get a response within 24 hours by email.
In the event you are unsuccessful then contact AppleCare - Contacting Apple for support and service.
Another user had success doing the following:
I got some help from an apple assistant on the phone. It is kind of round about way to get in.
Here is what he said to do and it is working for me...
a. on the device that is asking you for the security questions go to "settings", > "store" >
tap the Apple ID and choose view"Apple ID" and sign in.
b. Tap on payment information and add a credit/debit card of your preference then select
"done", in the upper right corner
c. sign out and back into iTunes on the device by going to "settings"> "store" > tap the
Apple ID and choose "sign-out" > Tap "sign -in" > "use existing Apple ID" and you
should be asked to verify your security code for the credit /debit card and NOT the
security questions.
d. At this time you can remove the card by going back in to edit the payment info and
selecting "none" as the card type then saving the changes by selecting "done". You
should now be able to use your iTunes store credit without answering the security
questions.
It's working for me ...I just have to put in my 3 digit security pin from the credit card I am using.

Why is it, every time I click send e-mail for instructions on resetting my security questions, I don't get them? I just want to play minecraft. I already put $15 in my balance and I can't even spend it. Thank you for taking the time to read this.
Either they're being sent to a different email address, or got caught in a spam filter, or something's wrong at Apple's end. If you can't find the email, you need to ask Apple to reset your security questions, which can be done by phoning AppleCare and asking for the Account Security team, or clicking here and picking a method, or if your country isn't listed in either article, filling out and submitting this form.

HT5312 How to reset your security questions and answers?
How to reset my security questions and answers? Pls help!
If you have a rescue email address (which is not the same thing as an alternate email address) set up on your account then you can try going to https://appleid.apple.com/ and click 'Manage your Apple ID' on the right-hand side of that page and log into your account. Then click on 'Password and Security' on the left-hand side of that page and on the right-hand side you might see an option to send security question reset info to your rescue email address.
If you don't have a rescue email address then see if the instructions on this user tip helps : https://discussions.apple.com/docs/DOC-4551 -

Didn't the link to contact the iTunes Store staff in the 'Additional Information' section of that article work for you? If that option doesn't appear or work, only Apple itself can reset the questions.

How to reset your security questions
I'm trying to download an app and it keeps asking for my two security questions. I can't remember the answers to any of them, the obvious answers are not the real answers (stupid me). I went on appleid.apple.com, logged in and went to the security section. It asked for the answers to those same questions, but there was no link or button below that said anything about resetting them. I've looked at past questions about this issue and there was a button below where you could reset the security questions, but I guess they took it away. I would really enjoy having this app, but I can't figure out my security questions' passwords.
Thanks!Found this answer by Kappy should help

HT5312 So where does it say how to reset your security questions?
Hey all,
So, does anyone here know how I can reset my security questions? I do have a rescue email address just so you all know.You are sure that it's a rescue email address and not an alternate email address ? They are different settings/addresses on your account. If it is a rescue email address then you should get the option to send reset info to it as described on that page i.e. under the 2 questions.
Otherwise you can see if the instructions on this user tip helps : https://discussions.apple.com/docs/DOC-4551 -
