How do I close out my apps (Facebook, iTunes,etc.) so I don't run up my data usage?

Generally just tapping the home button when in the app will close it. However, I feel you are referring to closing in the multi-tasking tray. Tap the home button twice, the list will come up. Then swipe upwards on the thumbnail of the app and it will close.
