My iPhone 4 has been disabled because I cannot remember the passcode. I plug my phone into the computer but it does not bring me to a place where I can restore.

    Restore it as explained in the article you were just reading.  If you're running iOS 7 with Find My iPhone enabled, you'll have to force it into recovery mode in order to restore it (see http://support.apple.com/kb/ht1808).

    If you forgot (or don't know) your passcode, restore the device from backup on the last computer it was synced with when the passcode was turned on... this will remove the passcode. If you do not have access to the last computer it was synced with, you will have to force it into recovery mode & restore as a new device.

    I havent touched my Iphone 4s in ages (about a month). I came back to it the other day. I forgot the password, so naturally it disabled it and is telling me to connect to iTunes. In the meantime, i had got a new computer and didnt back up the itunes files (because im an idiot). So now when i connect it to iTunes it tells me to verify it on the phone, but i cant get in there because it is disabled. PLEASE SOMEONE HELP!!! I HAVE NO IDEA ON HOW TO FIX IT!!     If you login to your account on http://www.icloud.com is the iPad listed in the Find My iPhone part of your account ? If not then try toggling it 'off' and back 'on' on your iPad

    Depending on why it's been disabled you might be able to re-enable it via this page : http://appleid.apple.com, then 'reset your password'
    Or you might need to contact Apple : http://www.apple.com/support/itunes/contact/ - click on Contact iTunes Store Support on the right-hand side of the page
    If it then works on your computer's iTunes but not your phone/iPad then try logging out of your account on the phone/iPad by tapping on your id in Settings > Store (Settings > iTunes & App Stores on iOS 6) and then log back in and see if that 'refreshes' the account on it
